The City of Alturas is requesting submittals of Statements of Qualifications (SOQs) from qualified firms to provide on-call professional and civil engineering services for transportation improvement projects consistent with Caltrans Local Assistance Procedures, and Federal, State, and local regulations. Qualified firms shall have experience in civil engineering services for programming, design, construction, and operational phases, as enumerated herein. In addition, the City may use this A&E acquisition for professional services and civil engineering for other minor projects, including land development reviews, airport project support, grant support, etc., in the City. The qualified civil engineering firm(s) (herein referred to as "CONSULTANT") must have the ability to provide inhouse services or capacity to sublet projects requiring a licensed land surveyor, traffic engineering, geotechnical engineering, landscape architecture and structural engineering. The CONSULTANT must be knowledgeable and experienced in the preparation of programming documents, Local Assistance program management, construction plans and specifications and have a history of producing planning, engineering and construction management products that are successfully implemented in a timely manner and within budget. Potential projects may include, but are not limited to, city street reconstruction (including drainage, landscaping, lighting, utilities, curb, gutter and sidewalks), street widening, bike paths, pedestrian walkways, pavement rehabilitation, traffic calming, peer review, hydraulic analysis, surveying, right of way acquisition, environmental compliance and permitting, and record-keeping. The City does not guarantee a specific number or dollar amount of projects will be implemented from this RFQ. The scope of work during the term of the contract may, at the sole option of the City of Alturas, include oncall civil engineering services to be performed for other Alturas projects (including that of other City departments or dependent special districts) that may be under the administrative jurisdiction of (or under agreement with) other City departments. Each project will be implemented by a Task Order, with the specific scope of work identified and established, on an as-requested basis, through issuance of a contract, with the specific scope of work for that Task Order, and a not-to-exceed fee, and a project or task schedule to be negotiated at the time of issuance of the contract for each Task Order. The City anticipates entering a 5-year contract for this CONSULTANT acquisition. At the City's option, the City may terminate any contract prior to the completion of the 5 year period and reserves the right to acquire other CONSULTANTS via separate acquisitions. The consultant contract associated with the City's 2019 RFQ, resulted in six task orders and between $1.0 million and $1.5 million in A&E services. The City has established a 0% DBE Goal for this RFQ. The City will not use this CONSULTANT acquisition for federal-aid work that requires DBE participation. It is anticipated that the City will expand or refine the Scope of Services during the future negotiation of Task Orders with the selected CONSULTANT, incorporating their experience, expertise, and method of approach. The CONSULTANT will need to adhere to the latest requirements of the Caltrans Local Assistance Procedures Manual (LAPM), depending on project funding. Depending on the scope of work established by the City, the selected CONSULTANT will provide all project management, staff, services, equipment, materials, transportation, lodging, instrumentation, specialized facilities, and labor to satisfy appropriate agencies and required to ensure compliance with all applicable Federal, State, and Local statutes, laws, codes, regulations, policies, procedures, ordinances, standards, specifications, performance standards, and guidelines, applicable to the Consultant's services and work product. The CONSULTANT is responsible for supplying and providing all necessary equipment and protective clothing in accordance with City standards. The method of Contractor Selection has not been Determined at this time.
