Site work and renovation of a water / sewer project in Seaford, Delaware. Completed plans call for site work for a one-story above grade water / sewer project; and one-story above grade water / sewer project.

The work consists of the partial upgrade and expansion of the Seaford Wastewater Treatment Facility (WWTF). This generally includes the construction and installation of headworks structure and primary screening improvements, rehabilitation of the influent pumping station, construction of a new grit removal/handling structure (including a flow splitter box and provisions for future secondary screening equipment), rehabilitation of both primary clarifiers, construction of a new septage handling facility, improvements to electrical power, mechanical (HVAC), controls and SCADA systems for the proposed improvement areas, necessary site and stormwater management improvements, and sea level rise mitigation measures. The work also requires providing fully finished and operable facilities including all miscellaneous items, operations, specified mechanical and electrical equipment, appliances, instrumentation and controls, accessories, testing, and sundry parts and materials necessary for a completely operable installation acceptable to the Engineer. The contractor is to provide all plant, labor, equipment, tools, appliances, materials, and incidentals and perform all operations required to completely finish all of the work as approved by the Engineer. Contractors and subcontractors must comply with the Delaware Clean Water State Revolving Loan Fund (CWSRF) Program Requirements, including but not limited to American Iron and Steel (AIS) requirements, a mandatory alcohol and drug testing program, and payment of the higher of the State of Delaware Department of Labor Prevailing Wage Rates and the Federal Davis Bacon Wage Rates. For all requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the instructions included in the Bidding Documents. Contractors having questions concerning the bid should submit them in writing via email to the Issuing Office to John Hibschman (jhibschman@gmbnet.com) shall include the project name (SEAFORD WWTF PARTIAL UPGRADE AND EXPANSION) in the subject heading Question Deadline 10/31/2025 at 5:00 PM ET Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing.
