The scope of work requires the consultant to perform a regional safety planning study for Cattaraugus County. The study includes analyses of crash data, vehicle, contributing factors, infrastructure, demographic, and geographic data to achieve a data-driven assessment of existing safety performance and historical trends. It involves assessments of planning structure, project development/selection, public involvement processes, and recommendations for improving these processes to promote transportation safety and equity. The consultant will assess policies, guidelines, and standards, identify opportunities to prioritize transportation safety, and develop a prioritization framework for recommended implementation programs. The work includes identifying and evaluating program impacts, creating a customized tracking system for reporting progress and ensuring transparency, and preparing draft and final Comprehensive Safety Action Plan and Implementation Program Annual Report documents. Cattaraugus County will provide the required data and documents to complete the project within a nine-month period. The work encompasses specific tasks in project management, community engagement, data analysis, equity considerations, policy and process changes, prioritization and recommendation of safety implementation programs, progress tracking, transparency, and preparation of final reports. All items produced will be owned by the County, and the consultant will report directly to the designated County Project Manager, participate in meetings, and ensure all deliverables as described in the scope and task breakdown are fulfilled. Submissions must follow required formats and demonstrate qualifications, relevant experience, understanding of the project, methodology, and proposed timeline.
