Reference Number 0000304389 Question Acceptance Deadline 2025/10/27 12:00:00 AM EDT Pricing Lump sum 3.1 Scope of Services This Request for Proposal (RFP) outlines the request of MFN to provide comprehensive services to meet all Phase 1, Pre-Capital Work required to prepare MFN for submission of Capital Funding Applications compliant with the CHRT 41 Program. The successful proponent will be expected to conduct on site interview sessions with key MFN personnel, review all existing relevant reports and data, develop options and alternatives aligned with funder program requirements and present a final report through output documents and technical reviews and listed below: (a) Capital Needs Assessment In cooperation with the Social Services Department of MFN prepare a comprehensive Capital Needs assessment that provides and overall scope of potential projects, the types of assets/functional spaces needed to deliver services that align with the Departmental and First Nation Vision for Social Services Projects that will improve the quality of life for target demographics. (For concise scope of document, see Appendix A, 2021 CHRT 41 Fact Sheets and Checklist) (b) Feasibility Study In cooperation with the Social Services Department of MFN prepare a comprehensive Feasibility Study that will examine options for addressing the functional space needs outlined in the Capital Needs Assessment including details of the project parameters and purposes. (For concise scope of document, see Appendix A, 2021 CHRT 41 Fact Sheets and Checklist) (c) Defined Technical Project and Site Evaluation Processes Geotechnical Investigation - For new or alterations to structural foundations, a soil investigation report of the lands upon which the building or expansion is proposed to be constructed from a geotechnical engineer licensed to practice in the region where the Project will be undertaken. Site Survey - A survey completed by a licensed surveyor of the land upon which the project is proposed to be constructed, to show the interrelationship of all proposed and existing buildings, rights of way, infrastructure and significant land features.
