Professional Services Agreement - Consulting Engineer Description This Request for Qualifications ("RFQ") from interested Consulting Engineer Firm(s) ("Firm" or "Firms") by Central Alabama Water ("CAW") seeks information from a broad cross section of possible firms with a national reputation for providing high quality engineering services to water utilities with critical knowledge related to the supply, treatment, and distribution of potable water. This RFQ will be a five (5) year award with an optional five (5) year renewal. The selected engineer consultant must be licensed in the State of Alabama. In addition, the consulting engineer chosen must be capable of providing the services required by Alabama Code 11-50-300.08 which include, but are not limited to: (1) From time to time but not less frequently than annually, an assessment of and comments on the regional board's compliance with Alabama Code 11-50-300.07, including separate assessments and comments on each of the financial statements and reports required by Alabama Code 11-50- 300.07. (2) Prior to the approval by the regional board of a capital project costing two million dollars ($2,000,000) or more, an assessment and report on the necessity, concept, design, and expected operating and capital cost of the project. (3) Prior to the approval by the regional board of any financing, a report and opinion in customary form on the ability of the board to pay the interest on and principal of the loan or securities comprising the financing when due. (4) Annually, and prior to any increase in rates or other service charges, an analysis and report on the reasonableness of existing and proposed rates and service charges, taking into consideration the factors listed in Alabama Code 11-50-300.06, any factors widely adopted in the regulation of utilities in the United States, and any other factors that the consulting engineer deems relevant. (5) Evaluating , on behalf of the Board, the qualifications of engineers under consideration to provide project engineering services and reviewing and commenting on plans and specifications prepared by project engineers. To assist in this process, CAW is requesting Request for Qualifications (RFQ) for professional services for the following categories of services: Category 1 - Program Manager & Financial Oversight Category 2 - Treatment Processes and Facilities Category 3 - Water Distribution Systems and Facilities Category 4 - Storage Tanks Category 5 - Pumping Stations Category 6 - Electrical Category 7 - Environmental This RFQ does not commit CAW to contract for any service whatsoever. If you would like to submit a proposal, Firms are advised that CAW will not pay for any information or administrative costs incurred in response to this RFQ; all costs associated with responding to this RFQ will be solely at the Firm's expense. The statements and explanations contained in this RFQ are intended to provide a better understanding to the prospective responders about the subject matter of this RFQ and should not be construed or interpreted as limiting in any way or manner the scope of services and obligations of the Firm set forth in the agreement to be entered into with the Firm, which may be amended, altered, changed, supplemented or clarified as to the scope of work, the work to be awarded pursuant to this RFQ or the terms thereof or herein contained. Consequently, any omissions, conflicts, or contradictions in this RFQ are to be noted, interpreted, and applied appropriately to give effect to this intent, and no claims on that account shall be entertained by the parties to CAW. Ten (10) bound copies must be comb, spiral, or glue style. Three ring binders are not acceptable as a binding method. CAW recommends that the Proposer's RFQ submittals be limited to no more than 30 pages (not including the cover letter and resumes). The RFQ outlines the schedule for the submission and evaluation of the submittals. These are tentative dates only; CAW reserves the right to adjust these dates at its sole discretion. CAW reserves to reject any proposals submitted, waive any informalities and technicalities, and award to the proposer it deems to serve CAW interests best and most economically. CAW reserves the right to cancel the contract due to non-satisfactory performance or if the proposer is found to violate the terms and conditions of the proposal or does not correct any violations of the proposal. CAW reserves the right to re-advertise. It is to be understood and agreed by consultant that this Request for Qualifications does not obligate CAW to pay any costs incurred by consultant in the preparation and submission of a Request for Qualifications, or oral interview, if completed. CAW reserves the right and holds at its discretion the following rights and options: a) To waive any or all informalities in any RFQs. b) To reject any or all responses. c) To issue subsequent requests. The method of Contractor Selection has not been Determined at this time.
