The City of Columbia, Tennessee is seeking the services of a professional consultant engineering firm to provide services related to the development of a pavement management and preservation program. Responsibilities may include attending meetings with officials, utilizing and updating city data in GIS format, evaluating the pavement condition of city streets, providing a pavement condition numerical ranking system, developing a process for prioritizing pavement treatments based on economic analysis, developing a computer database system for analysis, recommending short-term and long-term pavement maintenance plans, providing a contract template for various treatments, and identifying and writing grant applications for funding sources. Firms must submit an electronic proposal that indicates the scope of services to be completed by any sub-consultants and is organized to fully address the Phase I evaluation criteria: past experience with pavement management and preservation programs (30%), qualifications and availability of key staff and firm experience (25%), project approach (25%), evaluations on prior projects (10%), and ability to handle the size of the project (10%). The project will be a lump sum contract negotiated with the highest ranked firm, determined using Phase I and, if necessary, Phase II evaluations, including potential in-person interviews.
