Sealed bids are invited for Hurricane Laura and Delta Levee Repairs - Phase 3 at Rockefeller Wildlife Refuge, Grand Chenier, Louisiana, Department of Wildlife and Fisheries. Complete bidding documents for this project are available in electronic form from K & M Project Services, LLC. Printed copies may be obtained through reprographic firms at the cost of the plan holders. All bids must be accompanied by a bid security amounting to five percent (5.0%) of the total bid including all alternates, in the form specified in the Instructions to Bidders. The successful bidder must provide a Performance and Payment Bond as described in the Instructions to Bidders. Bids are only accepted from contractors licensed for Heavy Construction as per LA. R.S. 37:2150-2192. Bids may not be withdrawn for forty-five (45) days after receipt, except as provided by LA. R.S. 38:2214. The Owner reserves the right to reject any and all bids for just cause. Award of contract is contingent upon the granting of lines of credit, sale of bonds, or availability of federal or other funds as applicable. The provisions and requirements of La. R.S. 38:2212(B)(1) and those in the bidding documents shall not be waived. Facility Planning and Control participates in the Small Entrepreneurship (Hudson Initiative) and Veteran-Owned Small Entrepreneurships (LaVet) programs, with participation encouraged. GENERAL: The scope of this work consists of dredging and spoil placement to repair and restore approximately +-137,535 linear feet (+-26 miles) of the levee system described in the project plans to a SETTLED HEIGHT elevation of +6.0' or +4.0' NAVD88 as shown in the Project Drawings, at the Rockefeller Refuge in Cameron Parish, Louisiana. Additionally, the Contractor shall provide and install hauled-in select fill material (described in the project specifications) to restore an additional, approximately +-12,292 linear feet (+-2.3 miles) of the levee system, as shown in the project plans. Gaining access to the project site shall strictly be the responsibility of the contractor. Any costs associated with utilizing others' property for access shall be at no additional cost to the Owner. Access through private properties shall have written permission from the landowner as described in the Contractor Work Regulations of the Project Specifications. The contractor shall complete the Phase No. 3 of the Hurricane Laura & Delta Levee Repair Project in accordance with the Project Drawings and Specifications by whatever means and methods the contractor deems necessary. During the construction process, the contractor must keep the adjacent waterways free of debris; and disruption of boat traffic is prohibited. The Contractor shall complete this project in such a manner as to avoid hazards to personnel and nearby property. Any damage to the property, existing levees, boat launches, underground infrastructure, etc. shall be restored to pre-project conditions at no additional cost to the owner. Any site staging area used by the contractor shall be returned to its original condition. These area(s) will be noted, photographed, and recorded by the Contractor before the commencement of work to ensure the area is returned to its original condition. Any damage to wetlands shall be the responsibility of the of the contractor and shall in no way result in any additional cost to the owner. The contractor shall follow all User Agency Documents, provided within these specifications under Division 00 - User Agency Documents. Prior to bidding on the project, the contractor shall contact Rockefeller Wildlife Refuge to confirm any additional requirements. These regulations shall be strictly adhered to throughout the duration of this project
