Annual Cross Connection Survey and Backflow Preventer Testing services are required for the public water systems at the Washington DC VA Medical Center. The contractor shall provide all labor, specialized services, and travel necessary to conduct a facility-wide survey of all backflow devices, identifying the location and number of valves, and updating the inventory annually. The survey must include building and room numbers and be documented in an electronic Excel spreadsheet. All backflow preventers must be tested during normal working hours (Monday to Friday, 7:00 AM to 4:00 PM EST), with scheduling coordinated to minimize disruption to clinical operations. All work must be performed by individuals certified by the District of Columbia Department of Public Health as Certified Cross Connection Survey Inspectors and Backflow Device Testers. If deficiencies are found, the contractor must submit itemized quotes for repairs, which will be evaluated for reasonableness. Documentation of the survey and testing must be submitted to both the District of Columbia Department of Public Health and the VA Facilities Management Service. The contractor is responsible for daily removal and proper disposal of waste and debris, and must take precautions to prevent property damage, reporting and correcting any incidents at no additional cost to the government.
