Sealed bids are requested for a construction contract to rehabilitate a former Exxon Station in Halifax, Virginia to be used as a restaurant. The work generally consists of rehabilitating the existing building, adding to the existing building, and making site improvements including connection to existing utilities at the site. Both a physical copy and an electronic copy of the bid are required for submission. Submissions must be in a sealed envelope/package clearly marked with the project title, bidder's company name, Virginia Contractor’s License number, and bid close date. Bidders must be licensed as a Class A contractor in Virginia and must complete the Contractor’s Qualification Statement included in the bid form. All bids will be publicly opened and read aloud at the specified time. It is mandatory to visit the site before submitting a bid, even if the pre-bid conference is not attended, and notification for building access must be given to the Town of Halifax. Deviations or alternates must be submitted in writing with the bid. The contract will be awarded on a lump sum basis based on the lowest responsive bid and subsequent negotiations. Careful record keeping is required due to multiple funding sources. The Town of Halifax reserves the right to waive informalities and irregularities, and to accept or reject any or all bids.
