The scope of work includes updating the Airport Layout Plan (ALP), rehabilitating the runway, taxiway, and apron, constructing a new fuel farm, upgrading and constructing the terminal building with a focus on improving handicap accessibility, rehabilitating the access road, upgrading and constructing hangars, upgrading lighting systems with modern LED technology, drainage improvements, and various utility upgrades and installations. Services also include preparing environmental assessments, conducting property and topographical surveys, airspace analysis, airport pavement assessments, benefits and cost analyses for capital projects, compliance with Davis-Bacon labor standards, and miscellaneous planning and improvement tasks as required. The services to be provided consist of administration, topographic surveys and preliminary investigations, preparation of preliminary and final construction plans and specifications, cost estimates, construction administration, resident inspection, and other special services. Firms interested must submit a statement of qualifications on Standard Form 330 (SF 330). Qualifications will be evaluated based on experience of the firm and key staff, relevant project examples, and participation of key personnel in past projects. Scoring will be on a scale of 1 to 5 for each criterion. The Town will negotiate with the top-ranked firm and reserves the right to reject all applications.
