Site work and new construction of a warehouse / distribution facility in Bardstown, Kentucky. Completed plans call for the construction of a one-story above grade warehouse / distribution facility.

The City of Bardstown will accept sealed bids for the project "Bardstown Distribution Construction Modifications" in Bardstown, Kentucky. Forms of bid and bid documents, requirements, and specifications can be obtained by emailing Valerie Crawford with Patterson & Dewar Engineers. Bid security must be submitted with each bid in the amount of 5-percent of the bid amount. The City of Bardstown reserves the right to reject bids and to waive any informalities and irregularities. No bid shall be withdrawn for a period of sixty (60) days subsequent to the opening of bids. 1. Industrial Substation reconfigure Circuits 9 and 10 as part of Phase 2 of system reliability improvements within the city of Bardstown. a. Set new poles and relocate equipment. Work will include installing approximately 5579' of new 3-ph underbuild spacer cable and 1333' of 1ph spacer cable to an existing 12kV pole alignment. b. Install primary, equipment, terminate and pull of cable. 1) Conduit that requires boring will be by others. c. Remove approximately 1653' of open wire double circuit. d. Remove approximately 500' of open wire circuit. e. Remove approximately 1100' of 3ph spacer cable. f. Install approximately 472' of 1ph open wire Anticipate Notice of Award issued: November 12, 2025 Questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to parties recorded by Engineer as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered A. Supply labor, equipment, supervision and other incidental items required for the installation of a complete and functional system for serving distribution customers. The general scope of tasks is described as follows: 1. Contractor shall furnish labor and equipment to reconductor/reconfigure lines, including, but not limited to, installation of wood poles, insulators, conductor, hardware and accessories, spacer cable and other appurtenances for completed, functional, and accepted assemblies. 2. Contractor responsible for cleaning up, to applicable federal, state and local standards, any Polychlorinated Biphenyls (PCB) spills related to the removal and/or the transfer of PCB transformers. 3. Contractor responsible for demolition, removing and disposing of existing wood poles and equipment as specified. 4. Contractor responsible for field drilling of poles during construction, as required by construction activities. 5. Contractor responsible for providing barricading and traffic control during construction activities. Contractor shall abide by federal, state, and local regulations. Use proper Kentucky Transportation Cabinet (KYTC) traffic control procedures. 6. Right-of-way clearing is not a part of this contract. 7. Locating underground utilities a. Contractor shall abide by state and utility notifications "One Call Law". b. Utility Locator Service: Notify Kentucky 811 System three days prior to beginning construction activities by dialing 811 from any phone. c. Call City of Bardstown at (502) 348-5947 for locates of cable, water, sewer, and electric. d. Prior to onset of equipment changeout, Contractor shall verify the location of underground utilities including water, gas, telephone, and sewage either privately- or publicly-owned. If damage occurs, Contractor assumes sole responsibility for damages to facilities in or near work area. 8. Temporary work necessary in the normal course of construction should be identified prior to bidding. No additional payment will be made. 9. Contractor is responsible for transferring existing facilities, removing old facilities, and installing new facilities, as identified on the Contract Drawings, while maintaining original service or with limited scheduled outages, as approved by Owner. a. Pole top assembly units include installation, proper requirements for sagging of primary and neutral conductors. b. Pole change-outs includes the transferring, dead-ending and reattachment of conductors. 10. Contractor responsible for landscape and concrete repair due to construction activities including restoring, planting, seeding new areas and areas disturbed. 11. Contractor responsible for cleaning-up and disposing of debris and waste as project progresses. 12. Owner and Engineer reserve the right to make ground inspections. Contractor shall make corrections required to bring project into compliance with original specifications at no cost to Owner 13. Contactor is responsible for providing Engineer, before final observation, one set of "Markedup," legible in red pen or red pencil as "Conformed to Construction". 14. Owner will perform walkthrough inspection after completion; Contractor shall remedy identified issues before closeout. 15. Construction is not complete until Contractor has energized lines at operating voltage after Owner's inspection. B. Contractor is responsible for providing supervisor(s) and personnel qualified to perform the Work. C. Perform and construct work in accordance with federal, state, and local laws, regulations, and codes, including those regulating the environment. D. Obtain and pay for construction permits and licenses. E. Conform equipment and services furnished to the accepted standards and practices of the electric utility industry. F. The methods of framing and construction practices must conform to the latest and best current practice for the type of construction required for the application. The system shall be complete with necessary accessories for proper operation. G. Contractor shall attend progress meetings and closeout meeting scheduled by Owner. H. Contractor is responsible for coordinating construction activities with Owner, other pole-mounted utilities, other agencies and utilities as required by these specifications and associated permits. I. Contractor is advised that construction will involve performing work adjacent to and on energized electrical power facilities owned by Owner and others. J. Actual construction shall be based on the Contract Drawings. Any change to the Contract Drawings must be approved by Owner. Within 10 days after return of approved prints, copies shall be furnished to Owner for retention as a matter of record. Prior to completion of the Work, the originals available from Owner, shall be revised to show changes subsequent to original plans and submitted for retention as a matter of record.
