Responses are sought from prospective bidders for a Job Order Contract. The prequalification is to identify qualified contractors with the experience, capacity, and responsiveness to carry out a wide range of construction services on an as-needed basis for renovation and repair work in patient and non-patient areas by Job Order Contracting (JOC). Successful bidders will be responsible for delivering timely, high-quality construction, repair, and upgrade services within specified budgetary limits under their JOC contracts. Each project or job order will be individually scoped and priced using an established unit-price book provided by the Owner or its representative for consistency and transparency. Scopes of work for each trade will be described in the Announcement to Prequalified Bidders and Bid Documents when available. Cost per job order may range from $50,000 to $500,000, depending on the specific trade scope. The number of projects per Job Order Contract will not exceed $5,000,000 per Option Year, with the JOC contract renewable twice for a maximum of 3 years and $15,000,000. All persons must have equal access to contracts and business opportunities within legal and University policy limits. Evidence of equal employment opportunity policy may be required. Successful bidders and subcontractors must follow nondiscrimination requirements and pay prevailing wages. The contractor is expected to promote participation of small business enterprises (SBEs) and disabled veteran business enterprises (DVBEs) as applicable. No contractor or subcontractor may participate unless registered with the Department of Industrial Relations as required by law. The work is considered public under section 1771 of the California Labor Code and is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Successful bidders must comply with all applicable federal, state, and local working condition requirements and pay no less than the UC Fair Wage for onsite labor and construction services. Pre-qualification requirements: Bidders must be prequalified by the University. Prequalified bidders are required to have the following California contractor’s license(s) relevant to the JOC trades requested: B – General Building, C10 – Electrical Contractor, C10 – Electrical Contractor – Energized Work only, C20 and C36 – Mechanical and Plumbing Contractor, C39 – Roofing. Editable copies of Prequalification Questionnaires for each trade will be made available online. Completed Prequalification Questionnaires must be submitted electronically in PDF format by the specified deadline. No supplemental data or additional information will be accepted after the due date unless specifically requested by the University. The University may reject any or all responses, waive non-material irregularities, and will maintain submitted information in confidence as permitted by law. Only prequalified bidders will be listed in the Announcement to Prequalified Bidders when bid documents are available. Each bidder must comply with UC Davis Health requirements and all applicable laws governing the work, including registration with the Department of Industrial Relations. All UC and legal policies for nondiscrimination, prevailing wage, and participation of SBEs and DVBEs apply. Evidence may be required for equal employment opportunity policy, and all requirements per the Bidding Documents must be followed. The contract is subject to section 1771 of the California Labor Code and compliance monitoring by the Department of Industrial Relations. All persons providing construction services or labor must be paid no less than the UC Fair Wage and comply with all applicable working condition requirements.
