24 Weld Street Abatement This is a competitively bid contract to abate the interior of 24 Weld St., Rochester, NY 14605. This unit will eventually be renovated/updated to recreate the floor plan to today's family lifestyle. The first step is to abate all drywall on walls, ceilings and anything attached to it to remove all ACM's. Completion- 75 calendar days Bids will not be accepted unless the documents have been obtained under the name of the bidding party and all other bid requirements, as identified here, are met. Bids must include all required documentation, bid security and addendum(s). Q/A:- All questions for this solicitation must be received in writing before 3 PM October 21, 2025. All questions will be answered in a written summary or addendum. Attn-The contact person (s) is/are David Stier. dstier@rochesterhousing.org The contact person (s) is/are David Stier. dstier@rochesterhousing.org A certified check or bank draft, payable to the Rochester Housing Authority or a satisfactory Bid Bond executed by the Bidder and an acceptable surety company listed on US Treasury Circular 570, in an amount equal to five percent (5%) of the bid shall be submitted with each bid more than One Hundred Fifty Thousand Dollars ($150,000). For all construction contracts exceeding $100,000, the successful bidder shall be required to furnish and pay for a Performance Bond & a Payment Bond each for 100% of the contract price (Surety company must be listed on the US Treasury Circular 570 as a certified company), or an Irrevocable Letter of Credit covering 25% of the work, or a 20% cash escrow of the contract price. The Rochester Housing Authority reserves the right to reject any or all bids for any reason or to waive any informalities in the bidding. No bids shall be withdrawn for a period of ninety (90) days after bid opening. without the express consent of the Rochester Housing Authority. This unit will need all drywall and compound removed. Any fixtures, cabinets and insulation that is in contact with these elements will need to be removed as well. Contractor is to complete abatement with cleaning of rough framing. Final inspection will be by engineer contracted by RHA. o Framing, electrical, plumbing, mechanical units & plenums are to remain and be protected and cleaned if exposed to ACM's. Electrical face plates and fixtures can be disposed of. Furnaces and water heaters will be functional and can be turned off during the abatement. Ducts are to be taped-off. A separate source of heat will be necessary to prevent water pipes from freezing. o Contractor to ensure that the unit is secured at all times when no one is on site. o Contractor to provide dumpster as required, shall not overfill dumpster and will be responsible for securing it overnight. This will need to have warning signage, be taped off and covered when not in use. Dumpster location and pathway to unit is to be sectioned off. Contractor will need to provide a safety plan showing locations and how it will be protected from people entering the area. This is for the safety of neighbors, employees and contractors. RHA project manager will need to approve all safety plans prior to the start of any work. o The attached unit next to this one is not occupied. o The cost for a variance if needed will be by the engineering firm. RHA will be responsible for providing air monitoring. o After final inspection, the unit should be ready for renovation. o Contractor will be invited to Procore for all submittals and at no cost to contractor. o Contractor is to comply with all state, local, federal and OSHA laws and requirements. This inspection included the interior of 24 Weld Street, as well as the exterior of the duplex building (24 and 26 Weld Street). Materials and locations understood to be impacted by this project were determined from information provided by the Rochester Housing Authority. White asbestos-containing joint compound is located on the walls and ceilings in the following locations: o Kitchen o Living/Dining Room o Laundry Room o Entry/Stairwell o Bedroom 1 o Bedroom 2 o Bedroom 3 o Storage Area under Stairwell o Bathroom o Hallway Furthermore, previous renovations within the sister unit of the duplex, 26 Weld Street, revealed additional drywall (and AC joint compound) in the concealed attic space above the upper floor ceiling. This space was not accessible during the inspection of 24 Weld Street. Therefore, based on measurements taken within 26 Weld Street, it is assumed that an additional 400 SF of AC joint compound and associated drywall is present within the attic space of 24 Weld Street. This assumed quantity has been included in the "Estimated Amount" column in the table above.
