Winnebago County is seeking proposals from qualified contractors to provide snow removal services at county buildings in Neenah and Menasha. All proposals must be submitted electronically through the County's OpenGov Procurement portal. The submission must include all requested information and documents as indicated. No submissions by other methods will be accepted, and late proposals will not be considered. Only one proposal per proposer is allowed. Proposers should review their entire submittal for compliance with the requirements. Proposals may be withdrawn by using the "Unsubmit Proposal" button in the portal before the deadline; however, only proposals in "Submitted" status by the deadline will be considered. All proposals are binding for ninety calendar days unless extended by mutual agreement. Contractors must register on the County's OpenGov Procurement portal if they received the RFP from another source. Only questions submitted through the portal will be considered. The successful contractor must provide required insurance, sign the County's contract, and comply with all applicable codes and permits. Prices are to be net F.O.B.-Destination, Winnebago County, with no sales tax included. The County reserves various rights including the ability to amend or cancel the RFP, and is not obligated to contract for services described in the RFP. See Exhibits D-F for drawings of the buildings outlining the areas to be cleared. o The Contractor shall stake parking lots and roadways in their areas of responsibility, including the areas required for access to fire hydrants and drains. Staking shall be complete no later than November 1 of each year. Stakes shall be of high-quality fiberglass design with reflective tape. Digital photography of any/all preseason property damage must be completed and forwarded to Winnebago County Faciliites (or designee) prior to the first snowfall. Any damage to the curbing, landscaping or other, not noted on the preseason photography, will be the responsibility of the Contractor to repair at the end of the season. The Contractor shall have adequate equipment and staff to complete all items listed herein under Service Details in a timely manner. Contractor and employees shall have prior experience providing this service and shall perform their work in a professional manner which shall include their conduct and appearance. No subcontracting of services is allowed.
