The contractor shall provide all labor, equipment, tools, materials, vehicles, supervision, waste disposal, and other necessary services for the restoration and stewardship of designated pond areas at the VA St. Louis Health Care System, including the John Cochran and Jefferson Barracks divisions. Restoration services include removal of invasive and undesirable vegetation, silt, trash, and debris to meet St. Louis Metropolitan Sewer District (MSD) specifications. Stewardship services encompass ongoing maintenance such as weed treatment, debris and trash removal, mulch cultivation, sediment removal, selective pruning, re-mulching, underdrain inspection and flushing, and seasonal flower replacement. All work must comply with federal, state, and local regulations and be performed by trained personnel using current horticultural practices. Herbicide applications must be conducted by licensed Missouri Department of Agriculture Certified Applicators. Field reports documenting daily work must be submitted to the Contracting Officer's Representative (COR). Quarterly inspections with the COR are required, and any identified issues must be corrected by the contractor. Additional requirements include personnel identification verification (PIV) for the Job Superintendent, adherence to VA safety and privacy policies, and coordination of laydown areas with the Medical Center. The contractor must have a minimum of three years of documented experience in stormwater Best Management Practices (BMPs) and bio-retention basin stewardship.
