Renovation of a military facility in Kearneysville, West Virginia. Completed plans call for the renovation of a 190,000-square-foot military facility.

IRSECCROOFREPLACEMENT2026 Complete removal and replacement of all roof areas throughout the IRS Martinsburg Electronic Computing Center, including approximately 190,000 square feet of existing ballasted protected membrane roofing over structurally sloped concrete decks and three small EPDM awning roofs over metal decks. Work includes replacing existing PMR systems, coping, flashing, expansion joints, lightning protection systems, and rooftop unit structural cross-bracing. Additional work includes installing new fixed exterior access ladders, installing a complete fall-protection system around the building perimeter, and replacing all EPDM awning roofs. Future options include incorporating the mechanical-addition roof, adding exterior fixed ladders, and installing perimeter fall protection, which GSA anticipates combining into the base bid. An add alternate for cold-fluid spray-applied waterproofing in lieu of hot-rubberized asphalt may be included in the complete design package. Concrete deck repairs will be priced as unit-cost allowances. All work must comply with all applicable codes, design specifications, and security requirements of a Level 5 facility. The overall roof replacement is about 190,000 SF, including the 2011 addition. In general, the existing roofs consist of ballasted protected membrane roofs (PMR) over structurally sloped concrete slabs. There are also three small awning roofs, totaling roughly 1,300 SF, which consist of EPDM over structurally sloped metal decks, rather than PMR over concrete. The scope of work generally involves the following: Replace existing PMR, coping, flashing, expansion joints, and other roofing accessories Replace lightning protection systems Replace existing rooftop unit structural cross bracing Replace existing EPDM awning roofs Install new fixed exterior access ladders Install new fall protection system throughout building perimeter I.B. The Contract The Contract consists of the SF1442, the Agreement, the Statement of Work, Specifications, Drawings, Exhibits, Amendments, Modifications, and other Attachments identified herein (collectively, the Contract Documents). The Contract contains the entire agreement of the Parties, and no prior written or oral agreement, express or implied, shall be admissible to contradict or modify any part of the Contract. (2) The Contractor shall provide and pay for all labor, materials, equipment, tools, water, heat, utilities, transportation, and other facilities and services necessary for the proper execution of the work described in and reasonably inferable from the Contract Documents (the Work), whether temporary or permanent. In consideration for, and upon condition of, the Contractor's completion of the Work, GSA shall pay the Contractor the price or prices established in Section II, subject to the terms and conditions set forth in this Contract. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The primary on-site point of contact is the IRS building manager Chris Bunting (304-702-8282). The GSA project manager, Jonathan Plotkin (215-301-7442) will also be on-site during the site visit and will serve as a secondary POC
