Darke County, Ohio is seeking proposals for consultant services from qualified criminal justice consulting firms that possess knowledge, skills, and experience in pre-architectural jail planning to conduct a comprehensive jail needs assessment study, including the phases listed, to evaluate the expansion of the existing Darke County Jail in comparison with a new Darke County Jail and Sheriff's Office facility. Invitations to submit proposals are open to any firm indicating an interest to submit qualifications for the Darke County Jail Needs Assessment & Facility Master Plan. Submissions should be made in a package clearly marked with the identification "DARKE COUNTY JAIL NEEDS ASSESSMENT PROPOSAL." Please submit five (5) hard copies and one (1) flash drive of your submittal to the attention of Ms. Susan Laux, Darke County Commissioners, 520 South Broadway, Greenville, Ohio 45331, no later than 1:00 PM on October 31, 2025. It will be the responsibility of the consultant to deliver their qualifications and any cost of developing the RFQ response shall be the responsibility of the submitting firm. The Darke County Commissioners reserve the right to reject each and every bid and to waive informalities, irregularities and errors in the bidding to the extent permitted by law. No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.
