Site work for a water / sewer project in Breese, Illinois. Completed plans call for site work for a one-story above grade water / sewer project.
The work involves the installation of a new 300,000-gallon single pedestal elevated water storage tank. Bidders must secure their information as to the condition of the site and all local conditions affecting the work prior to submitting their proposals. The price bid must include everything as described in the specifications and shown on the drawings. No extra of any kind will be allowed unless ordered in writing by the Owner. Participation in a U.S. Department of Labor approved and registered apprenticeship & training program is required. Bidders shall submit a Certification of Registration in an approved Apprenticeship and Training Program with their bid. The Construction Contract is subject to the Prevailing Wage Act, the Employment of Illinois Workers on Public Works Act, and the Illinois Works Jobs Program Act. Funding is expected in part by a loan from the Illinois Environmental Protection Agency. The procurement is subject to the Procedures for Issuing Loans from the Public Water Supply Loan Program, Davis-Bacon Act requirements, and the "Build America, Buy America Act." The policy of increased use of disadvantaged business enterprises applies, requiring bidders to undertake specified affirmative efforts prior to bid opening. Compliance with Presidential Executive Order No. 11246, as amended, is required. Performance and payment bonds amounting to 100% of the contract price are required. The contract will be awarded to the lowest responsive, responsible bidder. Plans and specifications must be obtained from Drexel Technologies. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders in the Bidding Documents.
