The City of Big Lake ("City") is seeking qualifications from experienced firms to provide Comprehensive Program Management Services for a new Public Safety Facility, including both Construction Manager at Risk (CMaR) and Architectural/Engineering (A/E) services under a Guaranteed Maximum Price (GMP). Scope: City Hall, Police Station, and Library (estimated 55,576 sq. ft. based on formal Programming) Not-to-Exceed Amount: $33M Following the RFQ process, the City will issue a Request for Proposals (RFP) to shortlisted firms. The selected firm will work closely with the City's Public Safety Facility Project Team (Project Team), comprised of the City Administrator, Finance Director, Chief of Police, Community Development Director/EDA Executive Director, and the Public Building Planning Committee (two members of the Big Lake City Council). Hanna Klimmek, City Administrator, will serve as the primary point of contact for this project. The City intends to execute a CMaR contract with GMP. The CMaR will be responsible for selecting and executing a contract with an A/E team, providing preconstruction and construction services, including cost and schedule estimating, subcontractor bidding, and day-to-day construction management. The CMaR will be responsible for selecting and executing a contract with an A/E team. The selected CMaR will be responsible for overseeing the entire design team and demonstrating superior management skills in strategic planning, resource optimization, risk management, and budget and schedule oversight. Strong communication and coordination with partners and stakeholders are also essential. The City will contract with only one lead firm, which must be the firm submitting the response to this RFQ. Effective August 1, 2023, the Minnesota Legislature authorized municipalities to utilize the CMaR process for non-right-of-way construction projects, codified under Minnesota Statutes, section 471.463. Under this delivery method, the CMaR guarantees construction of the project for a Guaranteed Maximum Price (GMP) according to the agreed-upon schedule, subject to city-directed changes or unforeseen conditions. The GMP will include the cost of construction contracts, contingencies, the CMaR's negotiated fee, and general condition costs. The City will contract with the selected firm using the standard AIA B133-2019 and AIA C132-2019 contract documents.
