Renovation of a municipal facility in Orange, Texas. Completed plans call for the renovation of a municipal facility.

GENERAL It is the intent and purpose of these contract documents to provide for improvements to the existing City Hall HVAC Controls BID #2026-01. This contract shall provide for the necessary labor, equipment, tools, materials, electrical, controls, and all other related construction for the proposed project. Also refer to the Summary of Electrical Scope of Work. SUMMARY OF WORK (Mechanical) Remove and replace all existing HVAC controls with new Direct Digital Control (DDC). Provide new building automation system to monitor system status and give end user enhanced control of the buildings HVAC systems per plans and specifications. Test and Balance Contractor to provide Architect and Engineer with a Pre-TAB report including both Air and Hydronic preliminary test results. Contractor will remove and dispose of all pneumatic tubing and associated accessory for existing air handling unit including but not limited to: Hydronic valves Zone Dampers Fire and Smoke Dampers Outside Air Dampers Pressure Sensors Remove all thermostats and associated pneumatic tubing along with central control panel housing all pneumatic tubing. Contractor to remove existing air compressor associated with pneumatic HVAC control system. Contractor to install new DDC accessories on the existing air handling unit including but not limited to: Hydronic Valves Zone dampers Fire and Smoke Dampers Outside Air Dampers Pressure Sensors Contractor to install new DDC capable thermostats at existing locations show on plans New DDC Controls to be installed on both Chilled and Hot Water Hydronic systems: 2 Chillers 2 Chilled Water Pumps 2 Boilers 2 Boiler Pumps Contractor to install new DDC Capable control panel in each of the 2 existing mechanical rooms, with new front end CPU system located in Mechanical Room located on plan. Test and Balance Contractor to provide Architect and Engineer new Test and Balance Report once construction has been completed to ensure system function. (Electrical) The contractor shall install power for new Direct Digital Control (DDC) HVAC controls. Install and sub-feed new electrical panel from existing electrical panel to provide physical capacity for new electrical circuits. Relocate (3) existing circuits to new electrical panel to provide physical space for breaker to serve new electrical panel. Connect new smoke dampers to fire alarm system. The contractor shall install electrical circuitry as needed to replace existing soft starter enclosure serving (1) existing AHU of equipment with (1) new VFD. SPECIAL CONDITIONS The Contractor shall coordinate all work at the Meeks Drive Site with Mr. Adam Jack, or Mr. James Laurence. Mr. Jack can be reached at 409-883-1082 and Mr. Laurence can be reached at 409-238-9108. The Contractor shall provide warranty to the Owner for a period of one (1) year from the date of final inspection and acceptance to the extent that he will repair any defects. In addition, it shall be the responsibility of the Contractor to meet with the Engineer and inspect the project site eleven and one-half (11 1/2) months from the date of the final acceptance to correct any deficiencies under warranty. Any work deviating from the plans and specifications needs to be approved by the Owner and Engineer, and a change order executed before the work can be performed. The Contractor shall pay close attention to the contract time. The Contractor shall coordinate with the Owner's existing fire alarm provider, Texas Fire and Communications, for compatibility of devices and existing fire alarm system. Bids for Public Works projects of $15,000 or more shall be accompanied by a Cashier's check, or Certified Check, payable without recourse to the order of the City of Orange, or a bid bond with corporate surety authorized to conduct business in Texas, in an amount not less than five percent (5%) of the highest amount bid to guarantee that if awarded the Contract, the bidder will promptly enter into a Contract and execute Bonds as required and in the forms provided as outlined in the Specifications and instruction to Bidders The following bonds, each in the amount of one hundred percent (100%) of the Contract price, will be required in accordance with State law as follows: (1) a payment bond for any contract in excess of Twenty-five Thousand Dollars ($25,000.00); (2) a performance bond for any contract in excess of One Hundred Thousand Dollars ($100,000.00). Each project will be specified by the City in a notice to proceed. Successful Bidder shall be required to attend Pre-Construction Conference. All questions will be received until Friday, November 14, 2025 at 3:00pm, CST and addressed by Addendum. Questions submitted after this time and date may not be answered The City of Orange reserves the right to reject any and all bids and to waive informalities.
