Bids will not be considered from individuals or contractors in arrears or in default to the City, or whose prior performance with the City has been unsatisfactory. The City reserves the right to reject any or all bids, waive informalities, and modify the specifications as needed. The contract will be awarded to the lowest responsible bidder, who must start work immediately upon notification and complete it within the indicated project duration. MWBE participation goals require 5% each for MBE and WBE, and bids must include the New York State Vendor Questionnaire and MWBE Utilization Plan. The successful bidder will be required to furnish 100% Performance and Payment Bonds. Liquidated damages amount to $1,000 per calendar day of delay. Each bid must be prepared and submitted in accordance with the Instructions to Bidders and must be accompanied by Bid Security in the form of a certified check, bank check, or bid bond in the amount of ten percent (10%) of the total amount of the bid.
