Renovation of a multi-residential development in Brooklyn, New York. Completed plans call for the renovation of a one-story above grade, 209-unit multi-residential development.
The New York City Public Housing Preservation Trust (the "Trust") is commencing a competitive two-step Progressive Design Build ("PDB") procurement process for the modernization project at Hylan Houses in Bushwick, Brooklyn. Hylan Houses is single-building, 209-unit New York City Housing Authority ("NYCHA") housing development that is home to approximately 416 residents. It is the fourth property to join the Trust and the first to use PDB for project delivery. PDB is a collaborative, multi-phased project delivery method where the owner retains a design-builder early in the project lifecycle using a primarily qualifications-based selection. After a preliminary scoping and site validation phase, the project team "progresses" toward a design and construction contract price together, emphasizing transparency and partnership in developing the project's final scope, schedule, and cost. The Trust invites interest parties and teams of parties to submit Statements of Qualifications (SOQs) to be evaluated by the Trust in accordance with the terms and evaluation criteria set forth in the RFQ document. question deadline date changed from 10/24/2025 to 10/29/2025 as per RFI Docs Contract Award Q2 2026 *The value for this project is based on a financial range.
