Project Information: The selected firm will be responsible for: * Site inspection and evaluation of existing HVAC infrastructure * Load calculations and system sizing * Design of HVAC system (including ductwork, controls, and zoning) * Equipment selection and specification * Energy efficiency recommendations * Preparation of construction documents and drawings * Construction oversight and commissioning support Project Details: * Office Size: 16,000 square feet * Floors: 4 * Occupancy: 50 * Existing System: hydro * Timeline: expected to start this winter A. Services to be provided 1. Provide concept and design, plans specifications and bidding packages. 2. Coordinate design with NDM equipment suppliers. 3. Review shop drawings. 4. Assist the NDM with questions during the bidding and construction phases. B. Time Table 1.11-6-2025 Written proposals submitted. 2.11-20- 2025 Owner authorizes engineering firm to proceed with work. 3.12-31-2025 Plans, specifications and bidding documents complete. C. Submittal Requirements 1. Submit qualifications on GSA Standard Form 330 Architect-Engineer Qualifications: Part I, Sections A-l. In addition, also provide the following: 2. Statement of Interest. Maximum one (1) page. 3. Provide a description of your team's approach to the projects. Please be specific. Maximum four (4) pages. 4. Project team qualifications. 5. Estimated timelines and milestones. 6. Include three letters of reference that highlight the Consultant's work. D. Selection of Engineering Firm. Criteria: (100 points total) 1. The following factors will be utilized to evaluate proposals: a. Related experience on similar projects. (Weight: 30%) b. The ability of professional personnel. (Weight: 30%) c. Past performance. (Weight: 10%) d. Location, with higher priority given to firms headquartered in North Dakota. (Weight: 5%) e. Recent and current work for the agency. (Weight: 5%) f. Willingness to meet time and budget requirements. (Weight: 10%) g. Recent, current and projected workloads of the persons or firms. (Weight: 10%) F. Additional Information 1. Rejection rights: The ND Mill and Elevator retains the right to reject any or all proposals and resolicit proposals if such action is deemed to be in the best interest of the ND Mill and Elevator. 2. Cost of Proposal Preparation: No reimbursement will be made for any costs incurred in preparing this proposal or for an interview if one is held. 3. Proposals to be in Effect: Each proposal shall state that it is valid for a period of not less than thirty (30) days from date of receipt. 4. Prohibited Interest: No employee of the ND Mill and Elevator shall have any interest, direct or indirect, in any resultant contract or the proceeds thereof. The engineer shall incorporate in all such contracts or subcontracts a provision prohibiting such interest. The method of Contractor Selection has not been Determined at this time.
