Question Deadline 10/30/2025 at 12:00 PM CT The Dickinson Water Control and Improvement District (District) is requesting bids for the rehabilitation of approximately 4,350 L.F. of 36-inch sanitary sewer line along FM 517 from FM 646 to Hughes Lane in the City of Dickinson. Work to be performed includes slip-lining a 30-inch sanitary sewer pipe through the existing 36-inch host pipe to serve as the new sanitary sewer, open-cut replacement of selected sections of the existing 36-inch pipe prior to slip-lining, modifications and/or replacement of manholes, temporary plugging and reconnection of sewer services, CCTV inspection, and miscellaneous pavement, driveway, and sidewalk repairs as required to complete construction. An add alternate item is also included for an additional 1,600 L.F. of 36-inch sanitary sewer rehabilitation by slip-lining along Hughes Lane from FM 517 to the District's Hughes & Deats Lift Station. Bidders are made aware that the District's operating hours are Monday-Thursday 8:00 am - 5:00 pm and Friday 8:00 am - 12:00 pm. Bidders are responsible for ensuring that bids are delivered within these time frames. additional pre bid meeting note: The Pre-Bid Conference will also be made available by Microsoft Teams virtual video and phone conference. The following are directions for attending the pre-bid conference by telephone or computer: Once the meeting begins, you will need to mute your phone or microphone in order to limit background noise. This is in order to prevent disruption over the phone and to allow callers to listen to the meeting. In order to keep record of attendees, please email your information in advance to Ryan Nokelby (ryan.nokelby@hdrinc.com). A roll call will be initiated at the beginning of the pre-bid conference to confirm the phone conference attendees. Attendance at the Pre-Bid Conference is non-mandatory. It shall be each bidder's sole responsibility to inspect the site of the work and to inform itself regarding all local conditions under which the work is to be done. It shall be understood and agreed that all such factors have been thoroughly investigated and considered in the preparation of the bid submitted. A bid bond in the amount of 2 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the OWNER or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. This shall act as a guarantee that, if awarded the contract, the bidder will enter into a Contract and execute Bonds on the forms provided in the Contract Documents. The Bidder's deposit shall be forfeited and become the property of the OWNER in the event the Bidder neglects or refuses to enter into a contract and to furnish bonds acceptable to the OWNER after receipt of Notice to Award from the OWNER. The successful Bidder must furnish PAYMENT and PERFORMANCE BONDS on the forms furnished with the PROPOSAL, in the amount of 100% of the total contract price, from a surety company holding a permit from the State of Texas to act as surety. The surety company must have a minimum Best Key Rating of "B", or if the surety company does not have such a rating due to the length of time it has existed, the surety company must be eligible to participate in the surety bond guarantee program of the Small Business Administration and must be an approved surety listed in the current U.S. Department of Treasury Circular 570, and must meet all of the related rules and regulations of the Treasury Department. The surety company and the agency or agent issuing the PAYMENT and PERFORMANCE BONDS must be authorized to issue and sign PAYMENT and PERFORMANCE BONDS in Texas in an amount equal to, or greater than, the total Contract price. The Dickinson Water Control and Improvement District reserves the right to reject any or all bids and to waive any informalities in the bidding. This contract will be awarded under Subchapter C, Texas Government Code Chapter 2269. Bids may be held by the Dickinson Water Control and Improvement District for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award.
