The City of Asheville (City) is conducting a comprehensive inventory of water service lines on several streets in the Shiloh Community to comply with the EPA's Lead and Copper Rule Revision (LCRR). The goal is to identify and document service line materials on both the utility-owned and customer-owned sides of the meter for 517 residential addresses Question Deadline 10/30/2025 at 5:00 PM ET All questions concerning this Request for Proposal (RFP) should be submitted via email to: Brenna Cook bcook@ashevillenc.gov Project start November 2026 The CITY promotes policies which assure and encourage the full participation of Disadvantaged Business Enterprises (DBE) in the provision of goods and services. Disadvantaged Business Enterprises, as defined in 2 CFR 200.321, shall have equal opportunity to compete for and perform subcontracts which the contractor enters into pursuant to this contract. The Contractor agrees to solicit small and minority business and women's business enterprises whenever they are potential sources. When economically feasible, the Contractor agrees to divide total requirements into smaller tasks or quantities to permit maximum participation by small and minority businesses and women's business enterprises. Where the requirement permits, the Contractor agrees to establish delivery schedules which encourage participation by small and minority businesses and women's business enterprises. As appropriate, the Contractor agrees to use the services and assistance of such organizations as the Small Business Administration and the Minority Business Development Agency of the Department of Commerce. This requirement extends to all third-party contractors and their contracts; this clause shall be included in all subcontracts of any tier executed in furtherance of this contract. The City of Asheville reserves the right to reject any or all proposals and to waive informalities. Scope of Work The City is requesting proposals for hand dug and/or vacuum excavation to be performed on both sides of the water meter (utility-owned and customer-owned sections). The City needs holes large enough to expose four inches of pipe on both sides of the meter to determine the material on each section of the service line. The Asheville Water Department is requesting proposals from contractors to perform the service line inventory for 517 sites. Asheville Water Department will provide Survey 123 as the data collection system. Please describe in detail the following: Provide firm qualifications including history, previous experience, and description of project team or subcontractors that will be working on the project. Describe the system/training that will be used to ensure staff or subcontractors understand the data collection objectives.
