Bids must be mailed or delivered to the construction manager at the designated address before the bid opening. Bids received more than ninety-six hours before the time set for opening bids, or after the time set for opening, will not be considered and will be returned unopened. For bids exceeding $50,000.00, a cashier's check, certified check, or surety bond in the amount of five percent of the bid shall accompany the sealed proposal of each bidder. No bids may be withdrawn after the scheduled closing time for receipt of bids for a period of at least sixty days. The owner reserves the right to reject any or all bids.
