The tarrant regional water district (trwd) is requesting proposals for rehabilitation of prestressed concrete cylinder pipe (pccp) using carbon fiber reinforced polymer (cfrp). From an electromagnetic inspection in 2021, it shows that pre-stressing wires are broken on Pipe IDs 61865, 61866, & 61867 in Section 2 of the Cedar Creek pipeline under Onward Road. The Cedar Creek pipeline is a 72 diameter pre-stressed concrete cylinder pipe (PCCP). After a structural evaluation it was determined that this pipe should be repaired to mitigate risk of failure. In addition, the location of these segments under Onward Road increases the consequence of failure. TRWD intends to install one continuous 72 area of Carbon Fiber-Reinforced Polymer (CFRP) lining over these three segments to ensure reliability of the 72 pipeline, including two equivalent 72 expansion rings at the joints. This work includes furnishing labor, all materials, tools, equipment, transportation, storage, and supervision required for the design, supply, and installation of internally bonded CFRP, including protective coatings, to rehabilitate this location of PCCP on the Cedar Creek pipeline. All work must be complete by end of TRWD's planned winter maintenance shutdown, estimated to occur in February and March of 2026. Work should take no more than a 3-week time frame to be completed. All proposals will remain subject to acceptance for ninety (90) calendar days after the proposal opening, but the district may, at its sole discretion, release any proposal and return the proposal security prior to the end of this period. For proposals over $50,000, bidders must submit a bid bond of at least two (2) percent of the total amount of the bid issued by a surety legally authorized to do business in the state of texas. The proposal security shall be a guarantee that, if awarded the contract, the offeror will promptly enter into a contract in the form attached hereto and furnish any necessary bonds required by the district within ten (10) calendar days after the contract has been awarded. The proposal security shall be forfeited to the district should the offeror fail to enter into a contract and/or fail to provide acceptable bonds. The proposal bond shall be made payable to the tarrant regional water district. Should the successful offeror fail to complete the project within the specified completion schedule, the sum of $1,000 per calendar day will be deducted from the monies due to the successful offeror. This sum shall not be considered as a penalty, but rather as reasonable forecast of damages likely to actually result, since it would be impracticable or extremely difficult to fix the actual damages. An extension of time may be allowed for delays beyond the control of the successful offeror at the discretion of the district. Any requests for an extension to the completion time must be submitted in writing within seven (7) calendar days of the occurrence. Request for extensions will not be unreasonably rejected. The district reserves the right to reject the proposal of any offeror which does not meet the above criteria and/or the other terms and conditions expressed herein to the district's satisfaction. The district also reserves the right to waive all formalities and technicalities to adopt the most advantageous construction of the contract documents or any applicable statute or code.
