Renovation of a development in Savannah, Georgia. Completed plans call for the renovation of a one-story above grade development.
Chatham County is soliciting bids from qualified contractors to restore the Frank W. Spencer Fishing Pier, located at 3102 Island Expressway, Savannah, Georgia 31404. Bidders are instructed to contact only the designated Procurement Specialist, Ms. Sabrina Tippett, for additional information concerning these specifications, by visiting the official Purchasing portal. Bidders are not to contact any County department directly. Goals established for this project are 30% combined MBE/WBE unless otherwise specified. Question Deadline 11/03/2025 at 2:00 PM ET Submit questions through the Chatham County Purchasing Portal, Direct any questions related to this ITB to Sabrina Tippett, Procurement Specialist, and submit all questions through the Countys procurement portal permits, labor, materials, and common equipment necessary to complete this restoration according to current, established industry standards. The contractor shall restore the Frank W. Spencer Fishing Pier to its pre-disaster design, function, and capacity (in-kind) within the existing footprint by performing the following: A. Replace 448 SF of Wood Decking (2" x 6"), 64' long x 7" wide. B. Replace 600 each of Wood Pickets (1" x 1"), 1" long x 1" wide. C. Replace 1,000 LF long Wood Rails (top and bottom, 2" x 8"). D. Replace 54 each of Wooden Posts (4" x 4"), 4" long x 4' high x 4" thick. E. Replace 847 SF of Wood Decking (2" x 6"), 77' long x 11' wide. F. Replace decking and handrail components to match existing. G. Replace cross bracing to match existing. H. All lumber to be #1 SYP with marine grade treatment. I. All hardware is to be 304 grade stainless steel. J. If piles need to be cut or trimmed for any reason, the exposed timber will be coated with copper naphthenate to prevent further decay. K. Existing pilings are to remain in their current position and orientation. L. Boat ramp area is to be closed for the duration of the project and is to be used as a staging/loading & unloading area for the barges. 4.3 ADDITIONAL PROJECT INFORMATION: A. All demolition debris must be disposed of at a permitted landfill. Documentation of demolition disposal shall be provided at project closeout. B. Pricing shall include all costs associated with supervision, permitting, labor, materials, insurance, bonding, and equipment necessary to perform the work specified. C. Any damages caused by the contractor to existing utilities, landscaping, trees, etc., shall be repaired by the contractor. D. The contractor will be responsible for failing to comply with any local permitting requirements or testing needed to perform this work. E. All structures shall be covered by a one-year warranty against material and workmanship defects. This warranty does not cover natural disasters. F. One year warranty shall begin on the day of final walkthrough approval from the Project Manager. G. See below for Davis Bacon wages. Contractor shall provide certified payroll to the Project Manager. 4.4 ALTERNATE: The County has included an alternate to this Invitation to Bid and bid sheet. The alternate is to replace existing pile caps with marine grade 12x12's. 12" caps are to be used to increase the elevation of the dock to match the boardwalk elevation; however only a 12" max elevation gain will be achieved. Bidders are to include the cost associated for this alternate in the separate line item field of the bid sheet listed as "alternate."
