The service provider shall furnish all labor, materials, equipment, tools, supervision, and incidentals necessary to complete SCADA system upgrades for Building 19 at the VA Connecticut Healthcare System. The work involves repairing the failed electrical switching capabilities of the Combined Power and Heating Plant by upgrading the control system, replacing OEM parts, reprogramming, and restoring generator functionality. Tasks include coordinating electrical load transfers, adjusting protective relay settings, implementing open transition retransfer, furnishing hardwired control devices, replacing the advanced control system PC and HMI display, developing custom printed labels, and installing critical system relay fault alarms. The contractor must perform all startup, inspection, and testing of installed components with VA Facilities Management present for witness testing. Work is to be completed within 90 calendar days from the notice to proceed and must occur during regular business hours, excluding government holidays unless in emergency status. All parts used must be new OEM parts, and subcontracting is prohibited without written permission from the Contracting Officer. Contractors must be OEM-trained and certified on the specific equipment and provide documentation upon request. Compliance with VA information security, infection control, and records management policies is mandatory.
