Construction of debris removal at lamont flood control facility General description of work the work to be performed consists, in general, removing water and silt sediments from the drainage basin, repairing erosion, and backfilling washout areas. No bid will be considered unless it is made on a Bid form furnished by the County's Public Works Department (Department) and accompanied by bidder's security in an amount equal to 10% of the amount bid in accordance with the provisions set forth under Section 2, Bidding, of the Standard Specifications of the State of California Department of Transportation, dated 2024, as modified by the special provisions. The successful bidder must complete the work, including plant establishment work, within 60 working days. The successful bidder must furnish a Performance Bond and a Payment Bond each in the amount of 100% of the contract price and on the County's form. Pursuant to Public Contract Code Section 22300, the substitution of securities for money withheld by Kern County to ensure performance of the contract will be permitted. Each bidder must be licensed as required by law at the time the contract is awarded. Failure of the bidder to obtain proper and adequate licensing for an award of a contract shall constitute a failure to execute the contract and shall result in the forfeiture of the security of the bidder. The contractor license classification required for this project is: A or C-12. 6. This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code Section 12990. 7. No discrimination shall be made in the employment of persons for this project. This project is federally funded in whole or part. Minimum wage rates for this project as predetermined by the United States Secretary of Labor are set forth in the Special Provisions and may be obtained on the internet at online.Pursuant to Part 7 of Division 2 of the California Labor Code (Section 1720 et seq.) the Contractor shall not pay less than the prevailing rate of wages to workers on this project as determined by the Director of California Department of Industrial Relations. The Director's schedule of prevailing rates is on file and open for inspection at the Kern County Public Works Department, or may be obtained on the internet at online. If there is a difference between the minimum wage rates predetermined by the United States Secretary of Labor and the prevailing wage rates predetermined by the Director of the California Department of Industrial Relations for similar classifications of labor, the Contractor and all subcontractors shall pay not less than the higher wage rate. The Department will not accept lower State wage rates not specifically included in the Federal minimum wage determinations. This includes helper (or other classifications based on hours of experience) or any other classification not appearing in the Federal wage determinations. Where Federal wage determinations do not contain the State wage rate determination otherwise available for use by the Contractor and subcontractors, the Contractor and subcontractors shall pay not less than the Federal minimum wage rate which most closely approximates the duties of the employees in question. Bidders are advised that, as required by Federal law, the State has established a statewide overall Disadvantaged Business Enterprise (DBE) goal. This Agency Federal-aid contract is considered to be part of the statewide overall DBE goal. The Agency is required to report to Caltrans on DBE participation for all Federal-aid contracts each year so that attainment efforts may be evaluated. This contract has a DBE goal of 21%. 17. All insurance (other than Workers Compensation/Employers' Liability) shall be issued by a company or companies admitted to do business in California and listed in the current "Best's Key Rating Guide" publication with a minimum of an A-, VII rating or in special circumstances, issuers pre-approved by both the Risk Management Division of the Office of County Counsel and the Public Works Department at least 5 business days prior to bid opening. Subcontractors wishing information regarding certification as a Disadvantaged Business Enterprise (DBE), bidding procedures or bonding requirements may contact the Public Works Contracts Group PW-Contracts@kerncounty.com. 21. This contract has a delay start. Contractor's working days shall begin on July 06, 2026. Contractor shall begin work within 15 calendar days after the date working days begin and shall diligently prosecute the same to completion by the time set forth in contract documents. Contractors are required by law to be licensed, and regulated by contractor's state license board.Questions concerning a contractor may be referred to the registrar of that board, whose address is: contractors' state license board, 1020 "N" street, sacramento, ca 95814. County specifically reserves the right, in its sole discretion, to reject any or all Bids, or re-bid, or to waive inconsequential deviations from Bid requirements not involving time, price, or quality of the work. The County reserves the right to reject any and all bids. If the contract is to be awarded, it will be awarded by the Board of Supervisors to the lowest responsible bidder whose bid complies with all prescribed requirements.
