Summary The Town of Davie is soliciting a Request for Qualifications (RFQ) for qualified firms ("Proposer") to provide master planning , engineering, and design services to renovate and reimagine four (4) parks and recreational facilities in the Town of Davie. The RFQ for the individual sites may be awarded to one or more Proposers. Background The Town of Davie is home to nearly 107,000 residents who live across a lush 35 square miles within central Broward. The Town's rural atmosphere, western-themed district, and sprawling educational complex foster an environment that separates Davie from all other municipalities in Broward County. The RFQ for the individual sites may be awarded to one or more Proposers. The estimated budget for this project is $585,000.00. The purpose of this solicitation is to secure a qualified firm ("Proposer") to perform the master planning of four (4) key parks and recreational facilities in the Town of Davie. The sites to be Master Planned are: 1. Bergeron Rodeo Grounds, 4201 SW 65th Way, Davie, FL 33314 2. Old Davie School and Lange Park, 6650 Griffin Road, Davie, FL 33314 3. Potter Park, 4300 SW 57th Terrace, Davie, FL 33314 4. Pine Island Park/Bamford Sports Complex, 3801 S Pine Island Road, Davie, FL 33328 A. Bergeron Rodeo Grounds, 4201 SW 65th Way, Davie, FL 33314: The Bergeron Rodeo Grounds is approximately 15 acres and includes the covered rodeo arena, concessions, bleachers, patio area, restrooms (enclosed with fencing) and the Huck Liles grass fields to the east. The Bergeron Rodeo Grounds Master Plan aims to reimagine the rodeo grounds campus to meet current and future needs, maximize programming, and beautify the facility. 1. The Scope of Work for this project includes the following: a. Complete Site Survey and Initial Assessment: i. Conduct a comprehensive site survey to collect detailed information on existing conditions and park infrastructure. ii. Define the project scope through up to four meetings with Town staff and key stakeholders to refine and confirm design objectives and priorities. b. Redesign/Reimagine of Rodeo Grounds Facilities: i. Renovate and redesign the existing ticket booth and entry way to enhance safety, functionality, and aesthetics. ii. Redesign existing concession buildings and pavilion. Request for Qualifications (CCNA) #RFQ# RS-26-02 Master Plans for Multiple Town Parks 42 iii. Design office space, restroom facilities and back of house for events. iv. Identify ways to expand seating for rodeos, concerts and other large events. v. Identify enhancements to the arena including permanent video boards, sound system, etc. vi. Maximize the use of open space in the Huck Liles field for parking, circulation, and event space. vii. Identify rodeo ground expansion opportunities. viii. Enhance lighting on the north and south side of the arena, as well as, the Huck Liles fields and parking areas. B. Old Davie School, Lange Park, and Expansion Parcels 6650 Griffin Road, Davie, FL 33314: The Old Davie School site including Lange Park is approximately 10 acres and includes historical facilities, an amphitheater, walking paths, a playground, and wetland area. The Master Plan will also incorporate two expansion parcels located at 4589 SW 65th Avenue and 4580 SW 65th Avenue. The Old Davie School Master Plan aims to reimagine the space and assess the campus to meet current and future needs, maximize programming, assess circulation, review site security and beautify the onsite facilities while preserving the historical significance. The Plan should also assess ways to create synergy between the existing site and the two expansion parcels to the east. There is a declaration of restrictive covenants related to environmental items on the Old Davie School property that must be considered throughout the master planning process. 1. The Scope of Work for this project includes the following: a. Complete Site Survey and Initial Assessment: i. Conduct a comprehensive site survey to collect detailed information on existing conditions and park infrastructure. ii. Define the project scope through up to four meetings with Town staff and key stakeholders to refine and confirm design objectives and priorities. b. Redesign/Reimagine of Old Davie School Campus and Lange Park: i. Ensure preservation of the historic buildings and site remain intact. ii. Assess connectivity and flow between the park site and Old Davie School Campus iii. Assess pedestrian access to the entire site. iv. Review drainage for entire site. v. Redefine the layout of the site to promote pedestrian access, safety, and ample parking for activities and events. vi. Enhance onsite lighting in the park, green spaces, building surroundings, and parking areas for safety and site security C. Potter Park, 4300 SW 57th Terrace, Davie, FL 33314: Potter Park is approximately 4.18 acres and includes a community center and gymnasium, playground, walking path, outdoor basketball court, and multipurpose field with clay infield. The Potter Park Master Plan aims to reimagine the space and assess the park site to meet current and future needs, maximize programming, assess circulation and increase parking, review site security, create additional opportunities for recreation, and beautify the onsite facilities. 1. The Scope of Work for this project includes the following: a. Complete Site Survey and Initial Assessment: Request for Qualifications (CCNA) #RFQ# RS-26-02 Master Plans for Multiple Town Parks 43 i. Conduct a comprehensive site survey to collect detailed information on existing conditions and park infrastructure. ii. Define the project scope through up to four meetings with Town staff and key stakeholders to refine and confirm design objectives and priorities. b. Redesign/Reimagine of Potter Park: i. Redefine the park layout to maximize the ability to host youth sports and activities. ii. Incorporate additional outdoor recreational opportunities. iii. Provide ample parking for current and future programming. iv. Assess pedestrian access to the entire site. v. Review drainage for entire site. vi. Enhance onsite lighting in the park, green spaces, building surroundings, and parking areas for safety and site security. D. Pine Island Park/Bamford Sports Complex, 3801 S Pine Island Road, Davie, FL 33328: Pine Island Park/Bamford Sports Complex is the Town of Davie's premier active recreation park and sports complex. The park site is approximately 105 acres and includes the Pine Island Multipurpose Center, Pine Island Fitness & Aquatic Center, nine (9) clay infield baseball/softball fields, six (6) rectangular multipurpose fields, six (6) pickleball courts, two (2) tennis courts, two (2) basketball courts, a playgrounds, future splashpad, outdoor fitness equipment, walking paths, restrooms and concession stands. The Pine Island Park/Bamford Sports Complex Master Plan aims to reimagine the space and assess the park site to meet current and future needs, maximize programming, assess circulation and parking, review site security, create additional opportunities for recreation, beautify the onsite facilities, and assess drainage in the park. 1. The Scope of Work for this project includes the following: a. Complete Site Survey and Initial Assessment: i. Conduct a comprehensive site survey to collect detailed information on existing conditions and park infrastructure. ii. Define the project scope through up to four meetings with Town staff and key stakeholders to refine and confirm design objectives and priorities. b. Redesign/Reimagine of Pine Island Park/Bamford Sports Complex: i. Redefine the park layout to maximize the ability to host youth sports, activities, and special events. ii. Assess current field usage and provide solutions to the growing need for multipurpose fields. iii. Incorporate additional outdoor recreational opportunities. iv. Assess and provide solutions to vehicular circulation concerns. v. Provide ample parking for current and future programming. vi. Assess pedestrian access to the entire site including additional recreational trails and paths. vii. Review drainage for entire site. viii.
