The scope of work includes mobilization and demobilization; water management, erosion control, and implementation of Best Management Practices (BMPs); construction of an avulsion plug; installation of rock toe and ramp structures; construction of deflector jams and floodplain log jams; installation of brush trenches and dormant cuttings; site reclamation and seeding; and project cleanup. A portion of the project is on private property, and the work on this section will also be performed by the City's contractor. The bid sheet is divided into two sections: Primary Project (City) and Supplemental Bid (OOTC Parcel). Bidders should review the Design Report and Final Plans when preparing their bid. Interested and qualified contractors are invited to submit an informal bid. Bids must be submitted in a sealed envelope and clearly marked, and may be emailed or delivered to City Hall. Bids will be accepted until the specified deadline. A non-mandatory pre-bid site visit is planned. Legal requirements include having a valid Idaho Public Works Contractor license at the time of bid, providing performance and payment bonds each equal to 100% of the contract price, complying with Idaho's drug-free workplace and resident employment statutes, and submitting a signed affidavit regarding the drug-free workplace. The City reserves the right to reject any or all bids, waive informalities, and accept the bid deemed in the best interest of the City.
