Site work and new construction of a fire / police facility in Kirksville, Missouri. Completed plans call for the construction of a one-story above grade fire / police facility.
Sealed bids are invited for the Fire Department for a Class A Multi-Function Live Fire Prop. Bids must be delivered in a sealed and clearly marked envelope addressed to the City Clerk's Office, City of Kirksville. All bids must be fully completed and executed on the provided Bid Form. The project will be awarded to the lowest responsible and responsive contractor able to perform under the terms and conditions provided. Bidders are responsible for examining the bidding documents, inspecting the project site, complying with laws and regulations, ensuring understanding of all terms and conditions, and promptly notifying the Owner of any document conflicts or errors. Bidders are required to make all necessary investigations and obtain additional information that may affect the cost or performance of the work. All work must be completed no later than September 30, 2026. The City reserves the right to reject any or all bids, waive any informality or technicality, and award the bid in the Citys best interest. No business entity or employer shall knowingly employ unauthorized aliens to perform work within Missouri. The Multi-Function Live Fire Training Prop System shall be completed and installed at the Kirksville Fire Department training site, located at 1215 West Burton Street, Kirksville, MO 63501, and possess the ability to be relocated. 1. General Structure Requirements a. The Three-story Multi-Function Live Fire Training prop enclosure is made up of four (4) intermodal shipping containers, each 40 feet long. The prop shall be made up of two (2) fire compartments designed as Burn Chamber/Burn Rooms (one closed and one open) located in two (2) of the four (4) containers. One on the ground floor and one on the second floor. b. One container on the ground floor and the third floor shall have moveable/reconfigurable internal walls and posts. c. Shall have the following: i. Standpipes with FDC (5-inch Storz inlet with 30-degree downturn elbow) to each floor with 2.5" outlets ii. Tilt roof prop iii. Forceable entry door iv. Denver prop v. 1 fire sprinkler with shut-off vi. Internal stairs from the first to the third floor/ External exterior stairs from the ground to the roof vii. Rappel bar/anchor on top of the third story viii. Breach wall prop ix. Second-floor exterior walkway x. Vent/Enter/Isolate/Search (VEIS) Window xi. Roof top training area with railing and swinging gate xii. Smooth wall under second and third floor windows with ladder ties d. The structure shall be enclosed and suitable for smoke training with SCBA. e. The exterior of the structure shall be constructed of 16-gauge steel or greater, in an intermodal shipping container design and/or format. 2. Floors - Parts/Conditions a. The burn rooms/chambers shall have the original container flooring removed, then one-eighth (1/8) inch steel with concrete pavers installed over it. b. The balance of the container(s) with a burn room/chamber shall be made of 16-gauge steel over the container flooring. c. All container(s) without a burn room shall be designated as a "cold container" and shall have original container flooring. 3. Windows a. All floors/levels shall be provided with window openings (2 windows per side) with sill height at least 42 inches above the top of the finished floor. b. Window openings for all floors shall be suitable for entry, exit, and rescue training using ground ladders. The standard window size for all windows shall be 36 inches by 36 inches. c. No window openings shall be allowed in the walls containing the interior stairway. d. All windows shall open to the outside. e. Window closures such as shutters shall always swing out. 4. Interior Staircase a. The structure shall have one (1) interior enclosed stairway connecting all floors. b. Double handrails on stairways and guard rails around stairwells shall be provided. 5. Exterior Staircase a. An exterior stairway of metal construction shall be provided, extending from first floor ground level, connecting to the second floor and then continuing up to the roof. Actual location of this is to be specified by Kirksville Fire Department representative before manufacturing takes place. b. Staircase shall be composed of a high-yield steel diamond tread with a minimum 36 inches wide tread surface. 6. Doors a. All doors and doorway openings shall be a nominal 36 inches wide by 84 inches in height. designed to allow ordinary combustible material placed within them, thus providing simulated rollover/flashover conditions. g. The burn chambers shall be able to split into two (2) parts with fuel loads (wood) that are installed into channels provided in the center of the chamber to allow for increased variance of evolutions; this burn room fuel package shall be included in both burn rooms. 9. Cold containers a. The second container on floor one (1) and floor three (3) shall be cold containers in which live fire shall not be introduced. b. The cold room(s) shall be designed to withstand smoke exposure generated from the burn room. c. All flooring in cold chambers to be standard marine grade International Standardization Organization (ISO) container wood as specified herein. d. Cold container number one (#1) - Will be directly below the second-floor burn room, and be a 40-foot by eight (8) foot container, the same size as the upper 40-foot container/burn room. Flooring in this container to be standard container flooring. e. Cold Container number two (#2) - Will be a 40-foot by eight (8) foot container comprising the third level of the burn building. f. Reconfigurable and securable partition walls shall be installed to perform non-repetitive search and rescue techniques. The partitions shall be installed in all cold containers. g. A total of one (1) window installed into Cold Container number two (#2) - this is where the "Denver Drill Prop" may be installed for use in additional training. 10.Provided Training a. Contractor must provide a minimum of two days of on-site training for up to ten KFD instructors i. To ensure proper techniques for all training options that can be conducted with the system. ii. Provide proper maintenance information iii. Complete all appropriate documentation iv. Review all warranties that are included in the purchase
