Instructions to bidders include: Attendance at the prebid meeting is optional but encouraged. All Requests for Information must be submitted in writing by the specified date. Sealed bids must be submitted in duplicate (one original and one copy) in a sealed envelope clearly marked with the contract title and/or bid number, and must be accompanied by a Certified Check, Cashier's Check, or Bid Bond in the amount of ten percent of the bid, not to exceed $20,000.
