Site work for a water / sewer project in Manchester, Tennessee. Completed plans call for site work for a one-story above grade water / sewer project.

Contract 125 consists of furnishing and installing approximately 20,800 linear feet of 6-inch, 4-inch, and 2-inch PVC water line, valves, fittings, air release valves, pavement replacement, and related appurtenances as shown on the plans. This project is supported by American Rescue Plan Act, Coronavirus State and Local Recovery Fund grant funding, and Appalachian Regional Commission funding, which imposes certain restrictions and federal requirements. Construction time allotted is 300 calendar days. Each contractor choosing to bid must obtain bid documents from James C. Hailey & Company, Consulting Engineers, with a non-refundable payment. The Hillsville Utility District notifies all bidders of non-discrimination regarding race, color, sex, or national origin. The employer is an Equal Opportunity Employer. Contracts using federal funds must include the equal opportunity clause as specified in regulations. All small, minority-owned firms and women's business enterprises are encouraged to participate. The official plan holders list is maintained by James C. Hailey & Company. Plan holders must periodically check for addenda at the provided website. Bidders must comply with the Prevailing Wage Rate provisions per Tennessee State law and the Federal Davis-Bacon Act, whichever is higher. Qualified Disadvantaged Business Enterprises (DBE) are encouraged to bid and review documents. The Copeland Anti-Kickback Act applies. Contractors and subcontractors must not appear on the Sam.gov disbarment list. A detailed list of all subcontractors with qualifications is required. Mark-ups on subcontractor work or Cost Plus Overhead are disallowed for reimbursement. Each bid must be accompanied by a bid bond or certified check for 5% of the total bid amount. The successful bidder will provide a performance bond equal to the amount of the bid and must be licensed as a contractor for the district before starting work. No bid may be withdrawn within 90 days after the scheduled receipt date. The owner reserves the right to waive informalities or reject any or all bids. QA date - 10-24-2025 Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing.
