The scope of work consists of the design of a dock and boardwalk along Bayou Barataria to facilitate the direct-to-market sale of fresh seafood from local commercial fishermen, with the intention of promoting the consumption of Gulf region seafood. The project is anticipated to require supplemental services such as coastal engineering, landscape architecture, electrical engineering, geotechnical services, land surveying, and resident inspection. Compensation for design services will be on an hourly rate basis, fixed fee basis, or a combination of both, at the discretion of Jefferson Parish. All costs are subject to review and approval by Jefferson Parish. Minimum requirements include: at least one principal who is a licensed, registered professional engineer in Louisiana; a professional in charge who is also a licensed, registered professional engineer with at least five years of experience; and at least one employee who is a licensed, registered professional engineer in the applicable discipline. Specific requirements apply to the use of subcontractors depending on project disciplines. The Statement of Qualifications must identify all subcontractors, each of whom must submit required documentation. Only those with at least 70% of possible points from the evaluation committee are qualified to perform the services. Adherence to federal requirements is mandatory as the project will include federal funds. Statements from minority, female-owned, and local firms/individuals are invited. Submissions must be made electronically via the Jefferson Parish e-Procurement site by the stated deadline.
