Site work for a water / sewer project in Brownstown, Indiana. Completed plans call for site work for a one-story above grade water / sewer project.

The project consists of, but is not necessarily limited to, the construction of six new wells, a well field control building with generator, approximately 14,500 linear feet of 12-inch raw water main, fittings, valves, abandonment of old wells and raw water mains, and all work as necessary for a complete and operational well field. In addition to these items of work, there are other miscellaneous items of work necessary and as specified to make this project complete. All work must be completed within 330 calendar days of issuance of the Notice to Proceed. Contract documents for the project, together with drawings, may be examined at specified offices. Bidding documents are available digitally for a fee. Partial sets of bidding documents will not be available. Bidders must ensure they have obtained a complete set of specifications and contract documents, and assume the risk of any errors or omissions in bids prepared in reliance on incomplete sets. The work to be performed and the bid to be submitted must include all costs for general construction, mechanical installation, labor, materials, permits, licenses, insurance, and other requirements for the facility's construction. All contractors or sub-contractors awarded work in excess of $300,000 must be on the Indiana Department of Administration Indiana Public Works Certification Board pre-qualified list. Each bid must be in a sealed envelope bearing the project title, name and address of the bidder, and the division of work. Bids must be on the specified bid forms, and accompanied by a bid bond or certified check for not less than 5% of the total bid. Bid security will be forfeited if a bid is withdrawn after the receiving deadline. The contractor must provide 125% performance and 100% payment bonds before contract execution, from an acceptable surety company, with the bonds remaining in force for at least one year beyond the Certificate of Substantial Completion. No bidder may withdraw any bid within ninety days of the receiving deadline. The Authority reserves the right to reject any or all bids, or to hold bids for ninety days. A conditional or qualified bid will not be accepted. If awarded, the contract will be given to the lowest, responsive, responsible bidder, who must not be debarred or suspended from federal programs. The successful bidder must be approved by the Indiana State Revolving Fund Loan/Indiana Finance Authority. Bids must comply with all applicable laws, ordinances, rules, and regulations. Bids must be properly executed on the specified forms, including Indiana Form 96 with a financial statement. Bidder qualification may be investigated. Each bidder is responsible for inspecting the project site and being fully familiar with the contract documents and specifications. The project is funded by the Indiana Finance Authority State Revolving Fund Loan Program and must comply with the Federal Davis-Bacon Act and Build America, Buy America requirements. Question Deadline 11/06/2025: Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all registered Plan Holders. Questions received less than seven days prior to the date for opening of Bids may not be answered. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
