The District is currently engaged in a dynamic facility evaluation process to determine the long-range roll of its buildings in the education of students. At the end of that evaluation process, the District will implement that plan and make improvements to those buildings the community and the Board of Education determine will be long term assets. To make those improvements, the District needs to retain design professionals. This RFQ will be used to shortlist design professionals for various projects funded by the recent bond issue. The design delivery methods will be as permitted by the Ohio Revised Code and the needs of the project and will be either: Multiple Prime Contractors (Design, Bid, Build) General Contracting Construction Manager Agent Construction Manager at Risk or Design Build A. Project Description _ HVAC upgrades including the addition of air conditioning to schools that do not have it. _ Roof repair, refurbishment, and replacements and other improvements to building envelopes. _ Repair, renovation, refurbishment, structural improvements and/or additions to existing schools. _ New construction of a school or other district facility. _ Parking, sidewalk, playground, ball field improvements and other improvements to District property. _ Generally, design will be consistent with the Ohio School Design Manual (though for demonstrated reasons the District may deviate from the OSDM). _ The District expects the Budget and timing of individual school projects will vary depending on the individual facility needs and the availability of funding but will be in the range of $50,000 to $50,000,000. B. Scope of Services The District may select more than one Architect/ Engineer or Criteria Architect/Engineer (collectively "Designer") to perform services. The selected Designer, as a portion of its required Scope of Services and prior to submitting its proposal for services, will discuss and clarify with the Owner the cost breakdown of the Designer's Agreement detailed cost components to address the Owner's project requirements. Participation in the District's Community Inclusion Program is required by the Agreement (a copy of that program is included as if fully re-written herein). It is anticipated that the parties will agree to a scope definition document and then proceed to Construction Document Preparation, Bid and Award Support, Conformed Documents, Construction Administration and Post-Construction. Larger projects will follow the Program of Requirements, Schematic Documents, Design Development and then Construction Documents with estimating at each stage of Design. Refer to the Ohio School Design Manual for additional information about the type and extent of services required for each phase. The District will use a short form contract for smaller projects and a modified OFCC from for larger projects. For projects under $5,000,000 provide not less than 5 hours (excluding travel time) on-site construction administration services each week per school, including (1) attendance at progress meetings, (2) a written field report of each site visit, (3) on-site representation comprised of the A/E and its consultant staff involved in the primary design of the project, all having relevant and appropriate types of construction administration experience. For projects $5,000,000 and above, provide not less than 10 hours of construction administration as described above. *The value for this project is based on a financial range.
