All proposals and bids shall be accompanied by cash, a certified bank draft, or a bond, from an accredited surety company, all clearly payable to the City of Laguna Woods for an amount not less than 10% of the bid submitted. The bid security will be declared forfeited if the successful bidder refuses or fails to enter into a contract within 10 days following receipt of the Notice of Award with the contract documents.
