Renovation of an educational facility in Azle, Texas. Completed plans call for the renovation of a one-story above grade educational facility.

BTC will be receiving competitive proposals from trade contractors for the Asbestos Abatement at Azle Junior High. Competitive proposals are to be submitted via email by 2:00 p.m. on the deadline date. Complete bidding documents are available in electronic, downloadable format for subcontractor and supplier use from the BTC website under the bidding tab, following specific instructions. The Proposal Package Manual, detailing specific work required and contractual obligations, will be provided with the bidding documents. BTC disclaims responsibility for partial or incorrect information from other websites or plans rooms. Addenda will only be posted on the designated website, and registered proposers will be notified when they are posted. It is the proposer's responsibility to obtain all addenda. There is a pre-proposal meeting that is highly recommended, during which a site visit will be conducted and project requirements discussed. Proposers are responsible for all information discussed at the meeting. Indication on the drawings or mention in the specification of articles, materials, operations, or methods requires that the Subcontractor provide each item indicated or mentioned of the quality or subject to the qualifications noted, and perform according to the conditions stated, each operation described and provide therefore all necessary labor, equipment, services and incidentals. It is the subcontractor's responsibility to ensure all performance requirements meet or exceed those specified, or performance provided by a specified manufacturer. Subcontract Work. Subcontractor shall furnish and pay for all labor, materials, fuel, equipment, tools, machinery, and supplies; perform all work; obtain and pay for all necessary permits, licenses and fees; pay all state sales taxes for which the Owner is not exempt, state and federal unemployment taxes, and all other taxes and fees associated with the subcontract labor or materials; provide all required construction layout and surveying; and do all things necessary to complete the following work, together with all appurtenant and related work, in strict compliance with the Contract Documents described in the following paragraph 1.02, for the following work: Complete all work for the New Azle Junior High School Package No. 2 - Building Package as shown on the plans, described in the specifications, and in accordance with BTC Proposal Package XX. General Scope of work shall include but is not limited to the following: All items listed on the scope reviews for Proposal Package XX with a "yes," "included," or other affirmative response; badging; criminal history background checks; specified wage rate. The only accepted exclusions are sales tax in accordance with the Owner's tax-exempt status. o The proper abatement, transportation, and disposal of the above referenced asbestos-containing materials located eight building at Azle Junior High School. All materials shall be removed using wet removal methods and negative pressure techniques. All abated areas shall be encapsulated with a coat of spray encapsulant. Any areas with remaining suspect debris shall be decontaminated. o The Consultant will provide air testing on the work site. These tests may include, but are not limited to: background testing; work area samples; barrier samples; outside air samples; and clearance testing. All testing will be conducted by individuals trained in the NIOSH 582 course on Sampling and Evaluation of Airborne Asbestos Dusts and proficient participant in the NIOSH Proficiency Analytical Testing program. o Only wet-removal procedures shall be utilized. Contractor shall be responsible for any damage to the owner's or consultant's property as a result of the work activities. The damage shall be repaired to the satisfaction of the owner. All work shall be conducted in accordance with applicable federal, state and local regulatory requirements and guidelines. o Respiratory protection shall be, at a minimum, dual cartridge air purifying respirators equipped with HEPA filters. The respiratory assessment to determine the required protection is the responsibility of the contractor. o The standard for final air clearance for flooring materials, wall texture and CMU texture/filler is 0.010 fibers/cubic centimeter of air as determined by Phase Contrast microscopy, (PCM) per containment area. o Work area preparation for floor tile and mastic materials, including materials under carpet, shall consist of 6-mil poly critical barriers and 4 foot high splash guards installed around flooring removal areas provided that wall surface are non-porous and can be cleaned. Note, flooring removal shall be conducted separately, either before or after removal of other asbestos containing materials. o Work area preparation for wall texture and CMU texture/filler shall consist of critical barriers made of poly sheeting, double layer 4-mil poly on walls not being abated and double layer 6-mil poly on floors throughout the decontamination and clearance process. o In the event that suspended ceilings are present in the areas of abatement, the contractor shall inspect above the ceiling for openings to areas outside of the containment area and install critical barriers over those openings. Additionally, the ceiling tiles may then either be covered with one layer of 4-mil poly to protect the ceiling tile from asbestos contamination, or they may be removed and placed outside the containment area prior to removal activities. o For each interior abatement containment area, the contractor shall establish a worker decontamination enclosure equipped with a 3 stage wet decontamination unit for all abatement containments. Bagged asbestos waste materials shall not be removed through the worker decontamination enclosure. o A separate bag-out area is required as part of containment. The bag-out area shall be a two-stage area connected to the containment, separated by airlocks, with a rinse station separated from the bagging-room. A bag-out area must not be used to decontaminate personnel. o Contractor shall not apply material to equipment or other building materials that will damage the equipment/material in any way. o Materials on the exterior of the buildings including window glazing and door caulking materials shall be removed in accordance with the NESHAP regulations (i.e.no visible emissions). Work area preparation for exterior ACM removal shall be left to the discretion of the abatement contractor to comply with the NESHAP regulations.
