The City of Folsom is soliciting proposals from qualified consultants to provide engineering design services for operational improvements along the East Bidwell corridor at key locations, including significant modifications to the intersection of East Bidwell Street and Iron Point Road. Majority of the improvements are the result of identified abatement measures to the Sutter Medical Office Building development project (Developer funded), along with pavement rehabilitation (City funded). The development's abatement measures have been identified to include the addition of a third northbound left-turn lane at Iron Point Road, an additional eastbound right-turn lane on Iron Point Road at East Bidwell Street, turn lane extensions at multiple intersections, bike lane realignments, left turn lane extensions, and lane striping configuration modifications. The selected consultant will be responsible for preparing a bid-ready design package that meets Caltrans requirements, complies with the City's General Plan policies, and implements the mitigation measures identified in the Traffic Impact Study to address significant transportation impacts under CEQA. The bid-ready package will also include a variety of pavement restoration and rehabilitation along the East Bidwell Street corridor from Scholar Way/Clarksville Road to the southside of the East Bidwell Street overcrossing at US 50. East Bidwell Street between Highway 50 and Clarksville Road/Scholar Way is one of Folsom's most heavily traveled roadways with regionally significant shopping centers, office parks, medical offices, and service destinations that generate intense peak-hour congestion and operational challenges. The City's Planning Commission approved a new development at the northeast corner of East Bidwell Street and Iron Point Road for the Sutter Medical Office Building, also known as Broadstone Crossing II, in November of 2024 that was conditioned to address the project's direct impacts to the operations of nearby roadways and major intersections. While the project is expected to bring much needed jobs and services to the region, it is also adding new traffic demands that need to be carefully managed. The consultant chosen for this project will be responsible for thoroughly evaluating the Broadstone Crossing Phase II Transportation Impact Study and Local Transportation Study. The primary deliverable will be the development of detailed plans, specifications, right-of-way acquisition, utility relocations, and estimates to address the abatement measures specified in Section 7.0. Given the project's scope and proximity to US-50, the consultant must also effectively coordinate with Caltrans, handling all required communications, submittals, and approvals from initiation to completion. The Broadstone Crossing Phase II Traffic Impact Study and Local Transportation Study is provided as Attachment A. The consultant's scope of work shall include, but is not limited to, base mapping and survey, utility coordination and potholing, geotechnical engineering, evaluation of traffic signal pole relocation and freeway overhead sign with potential foundation design, right of way acquisition where necessary, traffic analysis of proposed design and stakeholder outreach at the following locations: A. East Bidwell Street and Iron Point Road Traffic Operations Determine the feasibility, preferred design and preparation of the associated construction documents to channelize the existing right-turn lane and add a second eastbound right-turn lane, evaluating whether a corresponding receiving lane is necessary to accommodate dual right-turn movements and adjusting the bike lane accordingly. The selected consultant shall evaluate the existing and projected traffic conditions to verify that the proposed design concept accommodates forecasted traffic volumes and maintains the required Level of Service. Improvements to construct a third northbound left-turn lane to increase capacity and reduce queueing delays at the intersection. A conceptual drawing is included as Figure 14 in the Traffic Impact Study in Attachment A. Final design is subject to City of Folsom and/or Caltrans approval. NOTE: Extension of Westbound Left Turn pockets on Iron Point Road shown in Figure 14 will be the responsibility of the developer, implemented as part of that current construction effort, and is not a part of this RFP. Attachment B includes the most recent submittal for that work. B. Broadstone Parkway (Westbound Lane Reconfiguration) Anticipated work includes restriping and possible signal modifications required for the westbound approach to East Bidwell Street from one right-turn lane, three through lanes, and two left-turn lanes to one right-turn lane, two through lanes, and three left-turn lanes. C. Left Turn Pocket Extensions Extension of Left-Turn Pockets Along East Bidwell Street include: East Bidwell / Scholar Way: Extend the eastbound left-turn pocket up to approximately 265 feet. Extend the southbound left-turn pocket up to approximately 300 feet. East Bidwell / Power Center Drive: Extend the northbound left-turn pocket to approximately 250 feet. East Bidwell / Broadstone Parkway: Extend the northbound left-turn pocket to approximately 270 feet. Extend the southbound left-turn pocket to approximately 280 feet. East Bidwell / Via Felice/Wellspring Drive: Extend the southbound left-turn pocket to approximately 380 feet. D. Roadway Resurfacing & Final Striping Consultant shall include a design to resurface and final stripe East Bidwell Street between Clarksville Road/Scholar Way to approximately 1500' south of US-50, as well as any disturbed pavement areas adjacent to the improvements on Iron Point Road. Scope of work shall include but not limited to localized asphalt repairs, crack filling, slurry seal, stamped/colored asphalt crosswalks. Attachment C provides a vicinity map of the limits for this portion of the project scope. Deliverables for this scope of work as itemized above under A, B, and C should include: 35% plans and estimate 60% plans and estimate 90% plans, specifications and estimate, 100% or final plans, specifications, and estimate. Fee Proposal and all invoices must have Section D segmented from other items of work for accounting and funding purposes.
