The work involves the final scoping and engineering for improvement of Old Town Road (also known as Forest Road 296) to make the entire length passable for emergency vehicles, with the goal of increasing resiliency, protecting the community, and providing a regional connection when VT Rte 125 is closed. The scope builds on a 2022 scoping study, requiring a final design and cost estimate for the preferred alternative, which is to upgrade the road to a passable condition. Plans and costs will be used to seek construction funds, and a benefit-cost analysis is required. Key elements include replacing a 48” diameter culvert that washed out in 2023 with a minimum 10’ wide, 4’ high clearance box or arch culvert, as well as replacing several smaller culverts along the route. Work must comply with the VTrans Municipal Assistance Section Local Projects Guidebook. Interested firms must submit a Letter of Interest, a Technical Proposal outlining their approach and project management plan, resumes of key personnel, a breakdown of fees and expenses, a proposed schedule, any other relevant information, and references for similar projects. The firm must be registered with the Vermont Secretary of State's Office and provide a certificate of insurance prior to starting work. State of Vermont contractor and sub-contractor requirements and Contract Provisions for Non-Federal Entity Contracts Under Federal Awards must be met.
