T.he successful Contractor(s) will support WSSC Water in identifying and replacing lead utility-side service lines or other non-compliant materials as determined by WSSC Water. This will include field verification, coordination with property owners, material removal and installation, temporary site restoration, and detailed reporting as described in this document. Project work includes the following: The Commission intends to retain one or more Contractors to perform service line material verification and lead service line replacements in public rights-of-way within designated work zones in Prince George's and Montgomery Counties, Maryland. The work will be executed in accordance with the latest Commission Pipeline Design Manual, General Conditions, and Standard Specifications and Detail. SLBE Goal: 26% Question Deadline 11/04/2025 at 2:00 PM ET All questions pertaining to the Solicitation or Contract Documents shall only be submitted via the eProcurement Portal, Questions submitted via email shall not be answered. Replies, where warranted, will be by addenda issued electronically to all parties who have followed the Solicitation The successful Contractor(s) will support WSSC Water in identifying and replacing lead utility-side service lines or other non-compliant materials as determined by WSSC Water. This will include field verification, coordination with property owners, material removal and installation, temporary site restoration, and detailed reporting as described in this document. The following sections outline the core components of the work: 1. Crew and Equipment o Each crew shall consist of a Foreman, Crew Leader, Field Technician(s), and all required equipment and tools to complete the assigned work. The Foreman and/or Crew Leader must be on-site at all times and serve as the primary point of contact for the Commission. o The Contractor must supply and maintain all necessary equipment to complete work safely and efficiently. 2. Service Line Material Verification Process: o WSSC Water will provide the Contractor with a Work Order List identifying locations for material verification. o The Contractor must notify WSSC customers in advance of any site work, coordinating with WSSC Water and its Program Management Team (PMT) to ensure residents are properly informed. o The Contractor shall submit daily emails (see Deliverables Section) o Contractor shall perform visual inspections to identify service line material in accordance with EPA's Lead and Copper Rule. This includes conducting the magnet test to determine if the pipe is ferrous (indicative of galvanized steel) and the scratch test to evaluate surface characteristics to distinguish between lead, copper, and galvanized steel. Refer to below guidance for more information. o EPA "Guidance for Developing and Maintaining a Service Line Inventory" (August 2022) https://www.epa.gov/system/files/documents/2022- 08/Inventory%20Guidance_August%202022_508%20compliant.pdf o If requested, the Contractor shall expose private-side service lines to confirm material type. o Perform temporary site restoration and maintain stabilization for 30 days or until replacement is complete. If replacement is not required, submit restoration tickets through WSSC systems. o The Contractor shall submit verification reports (see Deliverables Section) o If replacement is warranted, the Contractor must notify WSSC Water and the PMT immediately. o WSSC Water or PMT will provide residents with a certified water filter and replacement cartridges. o For locations where no work is required, the Contractor shall document the site with photos and indicate "No Work Required" on the work order. 3. Water Service Line Replacement Process: o Upon work order approval, the Contractor must notify WSSC customers at least 48 hours in advance (24 hours for emergencies), coordinating with WSSC Water and its PMT to ensure residents are properly informed. Work order from WSSC will include address, nearby roads, length of LSL. o Contractors must coordinate with the PMT if private-side replacement is necessary. No partial lead service line replacements are permitted. o The Contractor is responsible for scheduling sitework weekly with WSSC Water and participating in regular progress meetings. o The Contractor shall submit daily emails (see Deliverables Section) o Safety, traffic control, and staging must comply with Contractor-proposed and WSSC-approved WSSC protocols, as well as county, and state standards. o All efforts must be made to keep water service active until immediately before replacement work begins. Shutoffs shall not exceed 8 hours. o The Contractor shall replace the entire utility-side service line from the main to the property line, water meter, or curb stop, as appropriate. o Adjust, clean, or replace related assets such as curb stops, meter housings, valves, and valve boxes. Required associated tasks will be clearly identified in the Work Order. o Replacement methods may include excavation, vacuum excavation, or directional boring. Open-cut is the preferred method of replacement, directional boring may be approved on a case-by-case basis. o All lead materials must be disposed of as hazardous waste, following Contractor-proposed and WSSC-approved protocols. Lead pipes must be removed unless WSSC specifically approves abandonment. In such cases, proper capping, cutting, and documentation procedures must be followed. o The Contractor shall expose all existing utilities prior to construction to verify location and elevation and immediately notify the Engineer of any conflicts. Exposing all utility crossings is required for both open-cut trenching and directional drilling. Any utility, public or private, that is damaged by the Contractor during the course of this Work shall be repaired by the Contractor at no additional cost to WSSC. o Coordinate with WSSC to complete inspector verification of replacement completion. o Put service line back in service. o Perform temporary site restoration and maintain stabilization for 30 days. Submit restoration tickets through WSSC systems. o The Contractor shall submit replacement reports (see Deliverables Section)
