Site work, paving and new construction of a sidewalk / parking lot in Spring Lake, North Carolina. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The project consists of the repair and restoration of a c.1930 residential building (for change of use to become a park visitor center); the repair and restoration of a c. 1850 open pavilion structure; exterior repairs to a c. 1900 grist mill structure; construction of a new toilet/comfort station building; new boardwalk structure; paving approximately one mile of access road; construction of a new visitor parking lot; new concrete sidewalks, and other site improvements. Question Deadline 11/25/2025 All questions, substitution requests, and clarification requests shall be submitted to the Architect in writing via email. Neither the Designers nor the Owner shall be responsible for oral instructions. Questions should be emailed to Paul Stewart at paul@wscarchitects.com. Bidders are asked not to contact the Owner or Design Team consultants directly Each proposal shall be accompanied by a cash deposit or a certified check drawn on some bank or trust company, insured by the Federal Deposit Insurance Corporation, of an amount equal to not less than five percent (5%) of the proposal A performance bond and a payment bond will be required for one hundred percent (100%) of the contract price. Payment will be made based on ninety-five percent (95%) of monthly estimates and final payment made upon completion and acceptance of work. The Work includes, but is not limited to, site grading, storm drainage and utilities, paving, landscaping, concrete slabs on grade, masonry walls, concrete floor slabs, architectural woodwork, building insulation, waterproofing, roof insulation, wood doors, hollow metal doors, hardware, interior and exterior finishes, building sprinkler system, plumbing, heating-ventilation-air conditioning, electrical systems, lighting, and sprinkler alarm signal systems. The work also includes paint removal, wood finish restoration, wood door and window repairs, heavy-timber repairs, and wood decking replacement. ii. Sitework: Construction of a new 116-parking space car and bus parking lot, water line utility extension, sanitary sewer force main extension and grinder pump station, asphalt road paving from the park entrance to the new parking lot and areas surrounding the Rockefeller House, new concrete walks around the Rockefeller House (with associated site lighting), and other site improvements. iii. Building 01-Rockefeller House: Repair and restoration of a one-story, 7,047 square foot residential building, built circa 1930, for change of use to become a park visitor center. Originally built by James Stillman Rockefeller for him and his family, the Rockefeller House (and many other farm buildings within the park) are on the National Register of Historic Places. iv. Building 02-Mill Pavilion and Pump House (Alternate G-1): Repair and restoration of a onestory, 1,678 square foot pavilion building (and associated pump house), built circa 1850. The Mill Pavilion once served as the original spillway for the pond. v. Building 03-Grist Mill (Alternate G-2): Exterior repairs and stabilization of a two-level, 646 square foot grist mill structure. vi. Building 04-Comfort Station: Construction of a new one-story, 1,307 square foot park restroom building. vii. Building 05-Boardwalk (Alternate G-3): Construction of a new 400-foot-long boardwalk structure supported on timber piles. If the portion of the work to be executed by HUB certified/minority businesses as defined in GS143- 128.2(g) and 128.4(a),(b),(e) is equal to or greater than 10% of the bidders total contract price, then the bidder must complete this affidavit. No bid may be withdrawn after the scheduled closing time for the receipt of bids for a period of 30 days. Question Deadline 12/02/2025 Should the bidder find discrepancies in, or omission from, the drawings or documents or should he be in doubt as to their meaning, he shall at once notify the designer who will send written instructions in the form of addenda to all bidders. The owner reserves the right to reject any or all bids and to waive informalities.
