The City of China, Texas will accept sealed bids for furnishing necessary materials, equipment, superintendence and labor for the City of China, Texas 0.5 MGD Waste-water Treatment Plant Improvements ARPA & TWDB Funded Project. The Project is generally described as the construction of a new 0.5 MGD waste-water treatment plant, per technical specifications in the contract documents for the City of China, Texas. This project is divided into Phase 1 and 2, so as to keep the two sources of funding for related improvements separate from one another. Phase 1 of the proposed WWTP will be funded from the Jefferson County's American Rescue Plan (ARPA) grant funds and will relate to Bid Package A of the proposal form. Phase 2 of the proposed WWTP will be funded by the Texas Water Development Board (TWDB) Clean Water State Revolving Fund (CSWRF) and will re-late to Bid Package B of the proposal form. The right is reserved by the City of China, as the City's interest may require, to accept or reject any or all bids, and to waive any informality in the bids received. Bid Security, only in the form of 1) a certified or cashier's check drawn on a Texas bank and made payable to the City of China; or 2) a bond executed by a surety company authorized to do business in Texas, in the amount of not less than five (5%) percent of the total bid, must accompany each bid at the time it is submitted Bids must be submitted on the form shown in the Contract Documents. A Contractor Qualification Statement must also accompany each bid. Bids may be held by the City of China for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award. Time for receiving bids is subject to change pending review and approval of the plans and specifications by the Texas Water Development Board. This contract is subject to the Environmental Protection Agency's (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA-approved fair share goals toward procurement of Minority and Women-owned Business Enterprise M/WBE) businesses. Upon award, the successful bidder will be required to furnish payment and perfor-mance bonds.
