Provide all materials, equipment, and labor to perform inspection, testing, and calibration services on the station electrical distribution system at the Boise, Idaho VA Medical Center. Tasks include testing and calibrating all breakers and relays in the 15KV switchgear located in Building 83, including cleaning relays and checking contact wipe. Conduct visual and infrared inspections of the 15KV switchgear, 41 pad-mount transformers, 10 vault-mounted VFI switches, 3 sectionalizers, and main building distribution panels across multiple locations. Infrared test each breaker and test the GFI trip rating of each GFI breaker. Obtain oil samples from all pad-mount transformers and test for dissolved gases, moisture content, dielectric breakdown voltage (using ASTM D1816), acid, color, visual, specific gravity, and interfacial tension. Inspect transformer pressure gauges, oil levels, and clean debris. Infrared test and vacuum 14 automatic transfer switches across various buildings. Upon completion, provide a written report detailing all work performed, including a summary of procedures, problems encountered, oil analysis results, infrared images of problem areas, recommendations for maintenance and corrective actions, and cost estimates. Any work requiring power disruption must be scheduled in advance, with work affecting Building 85 to be performed outside normal hours. The contractor must have at least five years of experience performing similar work regularly and must have on-site personnel certified by NETA and NICET, with company certification by NRTL per OSHA standards.
