The Architect/Engineer (A/E) firm shall provide professional services for 100% design to replace all existing security cameras and add additional cameras throughout the VA Northern Indiana Health Care System, Marion Campus. The design shall include schematic design, design development, construction/bid documents, construction administration services, technical specifications, and cost estimates. All cameras must be compatible with the current electronic security system, IP addressable, AC powered, and capable of withstanding extreme temperatures. The A/E firm will identify IT and electrical closet locations, provide detailed camera placement plans, and conduct a comprehensive study of existing conditions including HVAC, electrical, plumbing, and architectural components. The design must include necessary upgrades for power and network connections and incorporate additional cameras per security requirements. The A/E shall also provide a preliminary construction duration, equipment schedules, and complete biddable documents in compliance with VA Technical Information Library (TIL) standards and applicable federal codes. The design must result in a complete and usable facility, independent of future projects, and exclude separately procured furniture and equipment unless directed otherwise. The A/E will review existing building conditions, employ a commissioning agent to verify system performance, and subcontract an independent cost estimator. All drawings must comply with VA BIM and CAD requirements using Revit 2020. The A/E shall develop a phasing plan and deduct bid alternate based on available construction funding of $812,000. Construction period services include attending pre-bid site visits, reviewing submittals and change orders, conducting site inspections, responding to RFIs, participating in weekly project meetings, and preparing as-built drawings incorporating all changes. The total design timeframe is 180 calendar days.
