The Department of Veterans Affairs Northern California Health Care System (VANCHCS) at Mather Hospital, CA, requires a contractor to update its Spill Prevention, Control, and Countermeasures (SPCC) Plan. The contractor shall provide all necessary resources to complete the following tasks: review the existing 2019 SPCC Plan and associated documentation, conduct meetings with facility staff to ensure all materials meeting the EPA definition of "oil" under 40 CFR 112 are included, inspect the facility including newly constructed buildings and relevant equipment (e.g., hydraulic oil reservoirs, storm drains, transformers), prepare updated SPCC documents with annotated facility drawings, and deliver both electronic and hardcopy versions of the final plan. Additionally, the contractor will train facility staff on SPCC Plan implementation. The contract includes compliance with federal records management regulations and mandates VHA-provided training for contractor employees handling federal records.
