The Matanuska-Susitna Borough is requesting quotes from qualified contractors to provide Commissioning Services for mechanical systems in the new Emergency Services Facility 3-9 being built at 13069 E. Marsh Rd Palmer, AK 99645. Bids must be received through the Euna Procurement (MSB Procurement Portal) prior to the time fixed for bids to be considered. Time of receipt will be determined by the MSB Procurement Portal. Bids received after the time and date for receipt of bids are late bids and will not be considered. The Matanuska-Susitna Borough reserves the right to accept or reject any or all bids, waive any and all technicalities or informalities it deems appropriate. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. This scope defines the commissioning (Cx) responsibilities for the related mechanical and monitoring systems of the Emergency Services Facility 3-9 to ensure all installed systems perform in accordance with the project's contract documents, design intent, and functional requirements. The CxA will provide oversight and coordination verification between multiple subcontractors installing interconnected systems, minimizing risk of failure or inefficiencies post-occupancy. This scope is intended to safeguard quality, ensure energy-efficient operation, and prevent expensive rework or system failures post-completion. The CxA's involvement is critical to achieving a smooth project handover and a high-performing emergency services facility. Systems to be included: o HVAC equipment (AHUs, RTUs, VAVs, exhaust fans, etc.) o Building Automation System (BAS) and controls. o Plumbing systems as related to mechanical scope. o Fire pump, truck fill pump, fire water storage tank, and their respective controls o Terminal units and integration devices. o System interlocks and safety.
