Reference Number 00004760601 The City of Surrey (the “City”) requires assistance from qualified and experienced environmental consultants to manage the environmental permitting process and environmental site monitoring for the 2026 Operations & Maintenance Environmental Monitoring and Approvals Program, as well as, providing on-call environmental services for emergency works and conducting stream assessments. The qualified environmental consultant is to conduct the following activities (but not limited to): • Maintain strong and clear communication with Operations staff throughout the duration of this contract. It is suggested that a project coordinator be assigned that is ‘on-call’ and in the know of the construction schedule. • Be available to City Operations & Maintenance crews throughout the year for consultation and monitoring of emergency works. • Have a team that can adequately serve the ‘on-call’ needs of Operations staff and projects. As much of the drainage management is driven by weather and constraints in logistic and supply chains, the consultant’s team should be able to quickly meet the varying needs. • Ground truth and conduct stream assessments for the site list provided, including low land drainage sites for ‘early works’ in spring 2026. • Acquire all necessary environmental permits for the proposed works. • Develop/deliver classroom training for Operations & Maintenance crews to become familiar with the legislative requirements and sensitivities associated with various watercourses. Review equipment and mitigative tools that should be on hand whenever working instream. • Obtain required licenses/permits and conduct aquatic salvages, as needed. • Upon commencement of instream works, organize and lead planning meetings with Operations staff, as needed. • Provide guidance and environmental monitoring services to City crews when works are underway, including Erosion and Sediment Control (“ESC”) measures. • Conduct follow-up visits where necessary. • Prepare post-construction monitoring reports and submit to the Ministry of Water, Land, and Resource Stewardship (WLRS) and the City regarding works undertaken. • Update the agreement with WLRS and the City per our existing Beaver Management Plan. • Work with the City and WLRS to submit for Notifications for the ‘early ditching program’ for select low land drainages. • It is the consultant’s responsibility to drive the project forward and to meet deadlines. That includes following up on communications that did not get answered, or to schedule additional meetings or calls to keep projects on schedule.
